About this file
This document is a Community Benefit Agreement Information Sheet issued by the City of Tampa to outline mandatory requirements for development projects receiving city participation. The sheet establishes three tiered compliance frameworks based on project size and city contribution levels, with Tier 1 applying to projects exceeding $5 million in construction value with at least 20% city participation or $10 million in city participation value; Tier 2 applying to projects over $10 million in construction with 20% city participation or $20 million in city participation value; and Tier 3 applying to projects exceeding $25 million in construction with 20% city participation or $30 million in city participation value. All developers must complete a Construction Planning Worksheet, hold two public meetings in impacted neighborhoods, file a Community Impact Report addressing fiscal, housing, employment, utility, traffic, small business, environmental, social, health, and sustainability impacts, and follow all existing city land development regulations.
Tier 1 requirements mandate a minimum 15% Small Business Enterprise/Minority Business Enterprise (SBE/MBE) participation in construction with a 20% participation goal, streetscape and public realm improvements aligned with community master plans, local employment utilization programs, and LEED certification for projects receiving $10 million or greater in city participation. Tier 2 projects must meet all Tier 1 requirements plus 15% SBE/MBE participation with a 25% goal, apprenticeship or training programs registered with the Florida Department of Education, and LEED Silver certification for projects with $20 million or greater city participation. Developers must additionally select at least one enhancement from a specified list including affordable or workforce housing construction, historic building renovation, public parking, complete streets improvements, technological public improvements, sustainability and resiliency efforts, or public space development. Tier 3 projects require completion of all Tier 1 and Tier 2 requirements plus 15% SBE/MBE participation with a 30% goal and implementation of responsible wage standards with benefits or employee housing subsidies. All tier selections and community benefit components must be negotiated with city administration and approved by Tampa City Council.
