About this file
This is a staffing plan template spreadsheet for the North Carolina Department of Revenue (NCDOR) IRMS Replacement Project (RFP# 2024-KB-002). The template requires offerors to detail their proposed staffing across five implementation phases plus production support, with each phase broken down into 18-month periods. The spreadsheet calls for identification of key personnel roles including Project Director, Project Manager, Functional Lead, Technical Lead, Application/Solution Architect, Security Lead, Data Conversion Lead, Testing Lead, and Training Lead.
The template includes sections for both vendor and NCDOR staffing plans, requiring details on full-time equivalent (FTE) allocations, organization supplying each role, and experience levels. Key requirements specify that key personnel roles cannot be filled by subcontractors, and all staffing information must align with the comprehensive proposal requirements. The template also includes a section for documenting staffing plan assumptions, which must not conflict with RFP terms and conditions or change the requested scope.

2. Offeror Staffing Plan
Offeror Staffing Plan
In alignment with the implementation phases identified in the cost proposal worksheet, identify the staffing that will be planned to be utilized across the solution implementation phases (including support) and the months within each phase. Only the months that are planned to be staffed within a phase need to be filled out. If more than 18 months are needed by phase Offeror may copy and past new columns as needed. If additional phases are needed Offeror may copy and paste additional phase sections.
Instructions:
For each phase list out the staffing plan as follows:
- Identify the role;
- Identify the organization supplying the role (Department, Respondent, Subcontractor). If Subcontractor is listed notate the company;
- Identify the month(s) by phase in which the role will be staffed;
- Identify if the role will be full time or part time. One full time resource would be entered as "1". A part time resource would be entered as "0.5";
- Consider staff required for both implementation and post-implementation support;
- Add additional rows as needed per release for roles not listed or for duplicate roles supplied by different organizations (i.e. One Department Project Manager and one Vendor Project Manager);
- Do not use "To Be Determined" or similar notations. Assumptions can be noted in the "Staffing Plan Assumptions" tab
