Attachment L - Certification of Drug Free Workplace
This is a certification document required by the Florida Department of Management Services for the Contact Center Services RFP (No. 26-83111500-RFP). The certification serves as a preference criterion when the Department receives equal proposals that are eligible for award with respect to price, quality, and service, in accordance with Section 287.087, Florida Statutes. Respondents must certify implementation of a comprehensive drug-free workplace program that includes publishing a statement prohibiting the unlawful manufacture, distribution, dispensing, possession, or use of controlled substances in the workplace; informing employees about drug abuse dangers and available counseling and rehabilitation programs; providing each employee engaged in contract services with a copy of the prohibition statement; notifying employees that they must abide by the policy and report any drug-related convictions or guilty pleas within five days of occurrence; imposing sanctions or requiring participation in drug abuse assistance programs for violations; and making good faith efforts to maintain a drug-free workplace. The certification must be signed by an authorized representative of the respondent and submitted with the proposal.
The document does not contain pricing information, set-asides, incumbency details, or funding requirements, as it functions solely as a compliance certification attachment to the broader RFP. The certification applies to all employees engaged in providing commodities or contractual services under the proposal and leverages drug-free workplace certification as a differentiator in competitive proposal evaluation when proposals are otherwise equal on all evaluation criteria.
