About this file

Attachment L-4 is a comprehensive cost summary spreadsheet template for a federal contract opportunity for Aviation Support Equipment (ASE) Maintenance, Repair, Overhaul & Logistics (MROL) Support Services. The detailed Excel file provides instructions and standardized templates for prime contractors and subcontractors to submit labor cost proposals across multiple ordering periods, including performance-based labor (CLIN X100), level of effort labor (CLIN X200), material costs (CLIN X400), travel costs (CLIN X500), and surge option labor (CLIN X900). The template requires detailed breakdown of labor categories, including specific roles like Administrative Assistant, Aerospace Structural Welder, Electronic Technician, Ground Support Equipment Mechanic, and others, with requirements to specify employee types, full-time/part-time status, work locations, and comprehensive cost elements such as direct labor, indirect labor costs, overhead, fringe benefits, and fixed fees.

The cost summary is associated with a Naval Air Systems Command (NAVAIR) Fleet Readiness Center Aviation Support Equipment (FRCASE) draft solicitation, focusing on providing maintenance, repair, overhaul, and logistics services for naval aviation support equipment. The headquarters is located at Naval Air Station Patuxent River in Maryland, with the goal of reducing repair-cycle time and improving support equipment availability for the Navy's Fleet Response Plan. The draft Request for Proposal (RFP) is a pre-solicitation notice, emphasizing that it is for informational purposes only and does not constitute a formal solicitation or commitment to contract.
