3.3 TEST CRITERIA
The BFTT AN/USQ-T46E system (BOPC, Rack 1 and Rack 2) shall be considered to have successfully completed the FAT when all applicable test steps / requirements have been tested and verified, and when all test failure reports have been closed. All test data, failure reports / resolutions shall be documented and submitted in a Test Report (CDRL A006). The Government has the overall responsibility for certification and acceptance of the test, including final authority to stop and re-run tests after a test failure is observed.
If a failure occurs during test, the applicable test sequence shall be stopped and the failure analyzed and evaluated. If the failure appears to be localized, or a one-time failure, Program Mangers (PMs), Senior Systems and Software Engineers, and Test Engineers may, with NAVSEA concurrence, decide to continue the testing, and analyze and evaluate the failure at a later date. Pass/Fail criteria is defined in Section 4.
A failure that occurs as a result of test equipment failure, failure to maintain environmental conditions, operator error, equipment set-up problems, or failure of GFP provided to support testing, shall not be considered a failure of deliverable BFTT equipment. The interrupted test shall be restarted at an appropriate point IAW the test procedure, or as agreed upon by the Test Engineer(s) and Government representative.
A test evaluation and resolution flow chart is shown in Figure 3-1.
Test Approach All deliverable equipment will be tested in a phased approach consisting of Pre and Post HSV (Hull Specific Variant) modification tests, as applicable. All Pre-HSV testing will be performed on deliverable equipment in their baseline configurations to include all test procedures prior to interface (PIF) testing (See Table 3-1). The initial phase of testing will include all portions of the system that will not be affected by the predetermined HSV modifications. The final phase (Post- HSV) will consist of the remaining testing. This will include any additional testing or verifications necessary as a result of an HSV change. Deliverable equipment that does not require HSV modifications will be tested through to completion in the as-built Baseline state.
This approach ensures any failure items not affected by an HSV change are captured and rectified earlier in the production and testing stages.

3.4 DESIGN CHANGES, DEVIATIONS AND WAIVERS
Design changes found necessary as a result of any testing will be documented using an Engineering Change Proposal (ECP). ECPs shall be prepared in accordance with the approved configuration management plan and the requirements of the contract. An ECP shall be submitted whenever the detail level physical configuration, material quality, operational or functional performance of equipment or installed systems will not be in compliance with baseline design related documents (Specifications, Contract Drawings, etc.), and a change to the baseline document is considered an appropriate means of resolving a design related issue. Documentation shall be developed in sufficient detail to enable Government review and evaluation of the merits of the proposed change, including cost and scheduling impact, ship class impact, and consequences if disapproved. All existing drawings and technical manuals impacted by the change shall be listed along with a brief narrative explanation of needed changes to incorporate the ECP if approved. All affected BFTT TDP and ancillary documentation shall be updated IAW applicable QA processes and procedures, and the Configuration Management (CM) Plan to reflect the updated baseline configuration.
In the event that a baseline design related document requirement cannot be met, and a change to the baseline document is considered inappropriate, a Request for Deviation (RFD) or Request for Waiver (RFW), as applicable, shall be submitted. As applicable, all affected drawings and ancillary documentation shall be updated IAW applicable QA processes and procedures.
All ECPs, RFDs and RFWs proposed as part of the test process shall be identified and logged in the Test Report.
