About this file
This is a 100% Construction Documents specification manual and project manual for Building 7 HVAC Installation, Electrical Upgrade, and Office Layout at W.J.B. Dorn VAMC in Columbia, South Carolina (VA Project No. 544-21-115). The document was prepared by ODELL International, LLC and issued for construction on November 3, 2025.
The project specifications encompass comprehensive construction requirements across multiple divisions including general requirements, demolition, concrete, masonry, metals, wood/plastics, thermal/moisture protection, openings, finishes, fire suppression, plumbing, HVAC, electrical, communications, and electronic safety systems. Key work includes HVAC system installation with ductwork, piping, chillers, and air-handling units; electrical upgrades including panelboards, wiring devices, motor controllers, and lighting; and office layout modifications including new partitions, doors, hardware, ceilings, and finishes. The contract includes two bid items: a base bid for primary construction work and Alternate No. 1 for demolition and construction of four additional enclosed offices (RCC108R, RCC109R, RCC110R, RCC111R) with related mechanical, electrical, and fire protection work. The contractor must comply with extensive operational requirements including security procedures, VA TRIRIGA CPMS access, critical path method scheduling, warranty management, testing and commissioning of all systems, and coordination with ongoing medical center operations. Drawing packages include architectural, fire protection, mechanical, and electrical plans with base bid and deduct alternate configurations. The specification requires detailed project scheduling with monthly updates, comprehensive warranty management with extended coverage for roofs and commissioned systems, commissioning of HVAC and electrical systems per applicable standards, and 4- and 9-month post-construction warranty inspections.
