About this file
This is a specifications attachment document for RFP 202268 issued by Tucson Water, a utility serving approximately 722,000 people across a 350 square-mile service area in Arizona. The City of Tucson is soliciting proposals for Class II turbine water meters in sizes ranging from 6-inch to 16-inch, with the goal of awarding contracts to multiple qualified manufacturers meeting specifications, pricing, and testing criteria. The project encompasses meters compatible with Advance Metering Infrastructure (AMI) technology for both residential and commercial installations on potable and reclaimed water systems. The City anticipates making up to five awards and reserves the right to make multiple awards to ensure comprehensive product selection and geographic coverage. Proposed products must have been commercially available for a minimum of one year prior to the solicitation closing date. The resulting contracts will be structured as cooperative agreements eligible for use by participating agencies.
The specifications require meters constructed of lead-free bronze or stainless steel per NSF/ANSI 61 standards, equipped with programmable 9-digit LCD registers compatible with Itron 500W+ ERTs and featuring consumption tracking to 1 cubic foot or less, flow rate displays, reverse-flow indicators, and leak detection capabilities. Meters must comply with AWWA C701 Class II standards and meet specific flow ranges and pressure requirements by size, with maximum operating pressure of at least 150 psi and head loss limits ranging from 0.5 psi for 16-inch meters to 4.8 psi for 6-inch meters at maximum continuous flow. Registers must include tamper-proof mechanisms, minimum five-year warranties, and 10-year battery life with on-site read capability. All meters must be waterproof and submersible in pit/vault environments. Bidders are required to submit specification sheets, lay lengths for each meter type and size, and an inventory upload file compatible with the City's meter inventory system.
