About this file

This is a design and performance specifications document for large electronic water meters issued by the City of Tucson, Arizona in response to RFP 202268 for various size water meters. The City of Tucson Water, which serves approximately 722,000 people across a 350 square-mile service area with about 93% residential metered connections, is soliciting proposals for water meters ranging from 5/8 x 3/4 inches through 16 inches that are compatible with Advance Metering Infrastructure (AMI) technology. The specifications document details requirements for 6-inch through 12-inch static meters, including technical performance standards such as solid-state technology with waterproof housing, Itron compatibility with 500W+ ERTs, and specific flow rate capacities and accuracy standards. Meters must meet AWWA C715 Type 1 standards, operate accurately at extended low flow rates, maintain maximum headloss limits, feature programmable 9-digit LCD displays with consumption tracking and leak detection capabilities, and achieve 10-year battery life. All meters must have a lay length of 20 inches across all specified sizes and include outlet test ports for field accuracy testing.

The City intends to make up to five awards to manufacturers meeting qualification, specification, pricing, and testing criteria, with the resulting contracts functioning as cooperative agreements available to eligible participating agencies. Proposed products must have been commercially available for a minimum of one year prior to the solicitation closing date. Meters must be lead-free bronze, polymer, or stainless-steel construction per NSF/ANSI 61 specifications, contain no internal moving parts, withstand maximum operating pressures of at least 175 psi, and be submersible in pit/vault environments. Meter deliveries must include an inventory upload file compatible with the City's meter inventory system, and all technical specification sheets including accuracy versus flow curves, headloss versus flow curves, and physical dimensions must be provided in the final proposal response.

COMMENTS

size, weight, type, etc

Meters shall use solid state technology in totally encapsulated, waterproof housing. Meter and register may be a single unit, but there shall be no moving parts in the flow path. Removable register is preferred (indicate integrated or removable). Open to options with mechanical meter with digital displays that are compatible with AMI

Meters and registers shall be Itron compatible with 500W+ ERTs.

Meters shall be lead free bronze, polymer, or stainless-steel construction per NSF/ANSI 61 specifications.

Meter safe maximum operating capacity (SMOC) values by size shall be at minimum:

6-inch = 1,600 gpm 8-inch = 2,800 gpm 10-inch = 5,500 gpm 12-inch = 8,800 gpm

Meters shall operate accurately at extended low flow rates at minimums shown below by meter size:

6-inch = 2 gpm 8-inch = 4 gpm 10-inch = 9 gpm 12-inch = 15 gpm

Maximum headloss shall not exceed 5.0 psi at 1,350 gpm for 6-inch and 2.0 psi at 1,600 gpm for 8-inch meters. Maximum headloss shall not exceed 2.0 psi at 4,000 gpm for 10-inch meters, and 2.0 psi at 5,000 gpm for 12-inch meters.

Meter register shall contain a programmable 9-digit LCD display with the following features: but are open to options -non-removable or removable from meter (indicate which) -Meter shall update ERT every 1 cubic foot or less -Consumption (to 1 cubic foot or less) -Rate of flow (gpm) -Reverse-flow indicator or detection -Leak indicator or detection (low flow) -High resolution ASCII encoder protocol

Serial numbers shall be stamped onto the register lid as well as the meter body.

Meter size, model, registration (cubic feet), and date of manufacture shall be printed on the register face.

Meters and registers shall be submersible in pit/vault environments and shall be waterproof and weatherproof.

Bolts that attach the bottom plate to the meter case shall be stainless steel, if applicable.

Meters shall be maintenance free and contain no internal moving parts.

The maximum operating pressure of the meter housing shall be at least 175 psi.

The electronic register for 6-inch, 8-inch, 10-inch, and 12-inch meters shall have a 10-year battery life with reads still obtainable on-site in the event of the LCD screen failing or battery failure.

6-inch, 8-inch, 10-inch, and 12-inch meters shall meet or exceed AWWA C715 new meter low, normal, and high flow new meter accuracy standards for a period of 2 years from date of shipment from manufacturer with no limit on cumulative flow through the meter.

All meters are preferred to have outlet test ports for field accuracy testing. Alternatives and other options can be considered.

Meter deliveries must include an inventory upload file for the City to upload serial numbers into its meter inventory system via a format provided by the City of Tucson.

All meters shall conform to the AWWA standards for the latest AWWA C715 Type 1 meters at minimum.

All technical specification sheets for each meter shall be included in the final response to Request for Proposal. Such information should include accuracy versus flow and head loss versus flow curves as well as physical dimensions.

Lay length requirements for meters are as follows:

6-inch = 20 inches 8-inch = 20 inches 10-inch = 20 inches 12-inch = 20 inches . Alternatives and other options can be considered.
