About this file
This is a Design and Performance Specifications attachment for RFP 202268 issued by the City of Tucson, Arizona for the procurement of various size water meters compatible with Advanced Metering Infrastructure (AMI) technology. The City is soliciting proposals from qualified contractors and manufacturers to supply 5/8 x 3/4-inch through 4-inch static water meters for delivery to a Tucson Water Stores facility, with location(s) to be determined at a later date. Tucson Water serves approximately 722,000 people across a 350 square-mile service area, with residential accounts comprising close to 93% of all potable metered connections. The City intends to award all required sizes and models to manufacturers meeting qualifications, specifications, pricing, and testing criteria, with up to five (5) awards anticipated. All proposed products must have been commercially available for a minimum of one (1) year prior to the solicitation closing date, and the resulting contract(s) shall be cooperative contracts eligible for use by participating agencies.
The specifications require meters utilizing solid state technology in waterproof, totally encapsulated housing with no moving parts in the flow path, constructed from lead-free bronze, polymer, or stainless steel per NSF/ANSI 61 standards. Meters must be Itron-compatible with 500W+ ERTs and meet specific Safe Maximum Operating Capacity (SMOC) values ranging from 20 gpm for 5/8x3/4-inch meters to 1,000 gpm for 4-inch meters, with extended low-flow accuracy requirements and maximum head loss specifications. Electronic registers must feature programmable 9-digit LCD displays with consumption tracking, flow rate indication, reverse-flow detection, and leak detection capabilities. Battery life requirements range from 10 to 20 years depending on meter size, and all meters must conform to AWWA C715 Type 1 standards with accuracy warranties ranging from 3 to 20 years from the manufacturer's shipment date. Meter deliveries must include an inventory upload file compatible with the City's meter inventory system, and all technical specification sheets detailing accuracy versus flow and head loss versus flow curves, along with physical dimensions, must be included in the final proposal response.

COMMENTS
size, weight, type, etc
Meters shall use solid state technology in totally encapsulated, waterproof housing. Meter and register may be a single unit, but there shall be no moving parts in the flow path. Removable register is preferred (indicate integrated or removable). Open to options with mechanical meter with digital displays that are compatible with AMI
Meters and registers shall be Itron compatible with 500W+ ERTs.
Meters shall be lead free bronze, polymer, or stainless-steel construction per NSF/ANSI 61 specifications.
Meter safe maximum operating capacity (SMOC) values by size shall be at minimum:
5/8x3/4-inch = 20 gpm 3/4-inch = 30 gpm 1-inch = 50 gpm 1-1/2-inch = 100 gpm 2-inch = 160 gpm 3-inch = 500 gpm 4-inch = 1000 gpm
Meters shall operate accurately at extended low flow rates at minimums shown below by meter size:
5/8x3/4-inch = 0.05 gpm 3/4-inch = 0.05 gpm 1-inch = 0.25 gpm 1-1/2-inch = 0.40 gpm 2-inch = 0.50 gpm 3-inch = 0.50 gpm 4-inch = 0.75 gpm
Maximum head loss shall not exceed 2.5 psi at 15 gpm for 5/8x3/4-inch, 3/4-inch, and 1-inch meters. Maximum headloss shall not exceed 5 psi at 100 gpm for 1 1/2-inch and 2-inch meters. Maximum headloss shall not exceed 3.0 psi at 350 gpm for 3-inch and 600 gpm for 4-inch meters.
Meter register shall contain a programmable 9-digit LCD display with the following features: but are open to options -non-removable or removable from meter (indicate which) -Meter shall update ERT every 1 cubic foot or less -Consumption (to 1 cubic foot or less) -Rate of flow (gpm) -Reverse-flow indicator or detection -Leak indicator or detection (low flow) -High resolution ASCII encoder protocol
Encoder register for 5/8x3/4-inch, 3/4-inch, 1-inch, 1-1/2-inch, and 2-inch meters shall have a 5-foot Itron quick connect/in-line connector. Length is negotiable.
Encoder for 3-inch and 4-inch meters shall have a 12-foot Itron quick connect/in-line connector.
Serial numbers shall be stamped onto the register lid as well as the meter body.
Meter size, model, registration (cubic feet), and date of manufacture shall be printed on the register face. Alternatives and possible substitutions are optional.
Meters and registers shall be submersible in pit/vault environments and shall be waterproof and weatherproof.
Bolts that attach the bottom plate to the meter case shall be stainless steel, if applicable.
Meters shall be maintenance free and contain no internal moving parts. ). Open to options with mechanical meter with digital displays that are compatible with AMI
The maximum operating pressure of the meter housing shall be at least 175 psi.
The electronic register for 5/8x3/4-inch, 3/4-inch, and 1-inch meters shall have a 20-year battery life with reads still obtainable on-site in the event of the LCD screen failing or battery failure. The electronic register for 1 ½-inch, 2-inch, 3-inch, and 4-inch meters shall have a 10-year battery life with reads still obtainable on-site in the event of the LCD screen failing or battery failure.
5/8x3/4-inch, 3/4-inch, and 1-inch meters shall meet or exceed AWWA C715 new meter low, normal, and high flow new meter accuracy standards for a period of 20 years from date of shipment from manufacturer with no limit on cumulative flow through the meter.
