About this file
This Performance Work Statement (PWS) details a solicitation for falconry services at Marine Corps Recruitment Depot (MCRD) San Diego to control nuisance birds, specifically seagulls. The firm-fixed-price contract requires a contractor to provide bird hazing/harassment services using authorized bird species and potentially a pellet gun, with an initial 30 consecutive days of activities followed by 24 additional service call days. The base performance period is from April 1, 2025, through March 31, 2026, with four one-year option periods, totaling five years.
Key requirements include evaluating the current bird situation, providing weekly activity logs and monthly reports, coordinating with San Diego Airport Authority, and properly disposing of dead birds according to California wildlife regulations. The contractor must operate primarily during 0800-1600 hours Monday through Friday but be available outside those hours as needed. Special qualifications mandate that employees meet federal and California state licensing requirements for falconry activities. The contractor will be responsible for their own equipment, must adhere to installation security policies, and will use the Defense Biometric Identification System (DBIDS) for base access.
