About this file
Attachment H is a Quarterly Performance Measures and Deliverables Report Format document for the Florida Department of Management Services (DMS), specifically for the State University System Optional Retirement Program (SUSORP) and Senior Management Service Optional Annuity Program (SMSOAP). The document outlines a comprehensive set of 88 performance measures and deliverables with detailed requirements, including specific service levels, financial consequences for non-compliance, and reporting metrics across multiple operational domains such as member services, website performance, call center operations, contributions, distributions, authorized products, and contractual documentation.
The performance measures are structured with precise financial penalties for failing to meet specified standards, ranging from $100 to $15,000 per occurrence or per business day of delay. Each performance measure includes a required service level of 100% (with a few exceptions like 80-99% thresholds), and tracks metrics such as timely notifications, accurate processing, member communications, system availability, and compliance with regulatory requirements. The document serves as a detailed accountability mechanism, enabling the Department of Management Services to enforce strict performance standards for the retirement program service provider, with financial consequences designed to incentivize exceptional operational execution and minimal disruption to member services.
