About this file
This document is an Attachment B Statement of Work for the Florida Department of Management Services, specifically covering the State University System Optional Retirement Program (SUSORP) 403(b) and Senior Management Service Optional Annuity Program (SMSOAP) 401(a). The contract establishes requirements for a service provider to manage retirement investment options for eligible state university and management service employees, with comprehensive provisions for account management, member services, communications, reporting, website and call center operations, transaction processing, and transition planning. The document outlines detailed operational expectations including maintaining account representatives, providing member education, offering authorized investment products, processing contributions and distributions, and maintaining robust data security and disaster recovery protocols.
The contract appears to be structured as a multi-year agreement with specific performance measures and financial consequences for non-compliance. The service provider will be responsible for offering an open architecture investment platform with proprietary and external products, maintaining toll-free support, providing quarterly member statements, conducting annual member surveys, and submitting multiple quarterly and annual reports to the Department of Management Services. Financial terms include specific requirements around fee assessments, product performance reporting, and potential financial consequences for failing to meet contractual obligations. The service provider must also maintain comprehensive security measures, including protecting member data, providing incident response protocols, and complying with state and federal regulations regarding retirement plan management.
