Instructions This form documents waiver/modification requests for candidates who do not meet the minimum qualifications expressed in SECTION C for requested labor categories.

Section Instructions

-8 The Contractor must complete these sections.

The Contractor must offer a consideration when submitting a waiver/modification request. The Contractor may simply state that a discount will be offered and provide the details in separate correspondence only to the CO.

The Analysis of Non-Compliance is the focus of the request. The rationale and analysis of block 10 are the heart of the waiver. The Contractor must discuss degree equivalence (for example relevant but not perfectly matching experience), quantity and quality of experience, and cost. The Contractor must provide a rationale that supports the request. If the waiver request is for a non-United States degree, the Contractor is expected to research and name the certifying body for the university and provide a brief, analytic comparison.

a-c The Contractor, AJM-2 Customer, and COR each have a role in supporting or arguing against the requested waiver/modification and may offer modifications to the rationale and may include operational, quality, cost, and schedule risks.

CO comment, if necessary.

Signature of the Contractor – To the Waiver/Modification Request

Signature of the AJM-2 Customer – Advisory

Signature of the COR – Advisory

Signature of the CO – The Government’s approval of the waiver
