About this file

The document is a detailed labor category qualifications matrix for a Second Level Engineering Support Services contract for the FAA's Program Management Organization. The matrix outlines 12 distinct labor categories with varying skill levels, including Intern, Engineer, Computer Scientist, Technical Specialist, Configuration Management Specialist, Database Specialist, Documentation Specialist, Program Analyst, Process Improvement Specialist, Air Traffic Control Specialist, Technical Writer, and Help Desk. Each labor category includes specific position titles, position counts, years of relevant experience requirements, degree requirements, experience requirements, preferred experience, and potential substitutions for education and experience.

The labor categories range from entry-level positions (such as Interns with 0 years of experience) to highly specialized roles (like Level 1 Engineers with 25 years of relevant experience), with most requiring a bachelor's degree in a related field. Many categories offer substitution options, such as allowing a master's degree or PhD to offset experience requirements. The document provides granular details about the technical and professional qualifications needed for each role, with a focus on supporting the National Airspace System (NAS) and various technical and engineering functions within the FAA's technical environment.
