About this file
This is a Defined Terms attachment for Invitation to Bid (ITB) S-DASOBO-000015789 for USDA Food Carrier and Warehouse Services issued by the Oregon Department of Administrative Services (DAS) State Procurement Services. Key operational terms defined include "Carrier" (commercial enterprises transporting USDA Foods), "Contractor" (service provider managing inventory and distribution), "Recipient Agency" (school districts or institutions receiving USDA Foods), and "State Distributing Agency" (Oregon Department of Education, Child Nutrition Program). The document also clarifies procurement-specific terminology such as "Addendum," "Bid," "Bidder," "Closing," "Master Blanket Purchase Order," and "Change Order," with cross-references to Oregon Administrative Rules and the OregonBuys electronic procurement system.
The attachment establishes definitions for critical operational and reporting functions including "Inbounds" (case shipments arriving from USDA vendors), "Outbounds" (distribution to recipient agencies), "Aging Inventory" (items sitting undelivered in warehouse), "Dwell Time" (storage duration awaiting delivery), "Driver Detention Charges," and documentation requirements such as "Bill of Lading," "Proof of Delivery," and "Delivery Ledger Reports." The terms reference USDA Food programs including the National School Lunch Program (NSLP) and Summer Food Service Program (SFSP), and incorporate references to the Web-Based Supply Chain Management (WBSCM) system used for tracking and ordering. The document includes a crosswalk directing users to the OregonBuys glossary for additional terminology clarification and represents Version 2.0 as of July 2025.
