About this file
This document is Attachment C to ITB S-DASOBO-00015789, establishing technology and web-based computer system requirements for bidders on the USDA Food Carrier and Warehouse Services contract opportunity in Oregon. Bidders must certify compliance with specified technology infrastructure, including current Google Chrome browser capabilities and minimum internet speeds of 100 Mbps download and 20 Mbps upload. The contractor must maintain a comprehensive web-based inventory management system with functionality to allocate and track USDA Foods inventory across Regional Agency (RA) accounts, generate automated reports, and provide a web-based portal enabling RAs to place delivery requests, view inventory levels, and access delivery history.
The reporting requirements mandate that contractors submit received inbound shipments to USDA's WBSCM system within two business days of warehouse delivery and provide inventory movement reports to the Agency after each delivery period detailing transaction dates, item codes, quantities, and adjustment reasons. Contractors must also submit physical inventory reports prior to mid-year inspections in December/January and end-of-year inspections in May/June, and provide an Excess Inventory-on-Hand report by December 31 to support Agency compliance with annual USDA FNS-155 reporting requirements. All reports must be capable of export to Microsoft Excel format, and contractors must maintain the ability to scan documents, create PDFs, and communicate electronically with the RA and Agency as needed.
