About this file

This is an Asbestos Survey Report for Building 1 of the Fargo Veterans Affairs Medical Center, prepared by TRINE Environmental, Inc. in 2022. The survey was conducted between February 28 and March 31, 2022, by EPA-certified asbestos building inspector Dan Johnson to identify the presence and extent of asbestos-containing materials (ACM) in support of future renovation and demolition activities. A total of 58 bulk samples were collected from interior areas of Building 1 and analyzed by EMSL Analytical, an AIHA and NVLAP accredited laboratory, using Polarized Light Microscopy (PLM) and Transmission Electron Microscopy (TEM) methods in accordance with EPA Code of Federal Regulations Title 40 Part 763 Subpart E standards. The survey identified asbestos content in multiple samples, including 8% chrysotile in elevator mechanical wall mastic, 4% chrysotile in floor tile and mastic, 6% chrysotile in floor tile mastic, and trace amounts in ceiling tile materials. Materials were classified according to AHERA categories as surfacing materials, thermal system insulation, or miscellaneous ACM, and further categorized as either friable or non-friable. The report provides room-by-room breakdown of all materials identified, laboratory certificates of analysis, asbestos inspector certifications, cost estimates for abatement, and recommendations for management of regulated ACM (RACM) and non-friable ACM categories. The survey scope included accessible interior areas only, with acknowledgment that some ACM may exist in inaccessible locations and that any suspect materials discovered after report issuance should be separately sampled and analyzed.

Fargo VAMC – Asbestos Survey 2022 Page 3 of 92

An asbestos survey was conducted at the Veterans Administration Medical Center (VAMC) Fargo Health Care

System (HCS), 2101 Elm Street North Fargo, ND 58102. The survey was conducted between February 28th and

March 31st, 2022, by Dan Johnson of TRINE Environmental, Inc., an EPA-certified building inspector in the state of

North Dakota.

The purpose of this asbestos survey was to identify the presence, and extent of asbestos containing materials

(ACM) in seventeen (17) buildings, incorporate previously performed asbestos survey, and create a new database in support of future plans to renovate which may require demolition activities. Each building was considered a separate homogenous area (HA).

The inspection was performed by a certified EPA asbestos building inspector, experienced in identifying and sampling suspect ACM. All areas of Building 1 were accessed and inspected.

Suspect materials were sampled to determine asbestos content.

All samples collected were analyzed at EMSL Analytical, Inc., (EMSL) an AIHA and NVLAP accredited asbestos laboratory, using either Polarized Light Microscopy (PLM) methods or Transmission Electron Microscopy (TEM) methods. A total of fifty-eight (58) samples were collected and analyzed.

Laboratory Certificates of Analysis are located in Appendix A of this report. Company and individual licenses and certifications are located in Appendix B.

The Fargo VA HCS campus is made up of 17 buildings that first started construction in 1929 with major expansions in 1945 and 1983 but have also been under constant renovations of various magnitudes over the last 92 years.

Currently the campus has approximately 576,000 interior gross square feet (GSF).

The site was inspected for suspect ACM, unless otherwise noted. Each observed suspect material was assigned a material identification within the homogenous area (HA), such as ceiling tile (CT), floor tile (FT), Thermal System

Insulation (TSI) or miscellaneous (MISC), described, and measured. Each observed suspect material was sampled except for those that were confirmed positive from previous sampling events or determined to non-suspect material. Samples of suspect ACM were collected using procedures established by the United States Environmental

Protection Agency (USEPA) Code of Federal Regulations (CFR) Title 40 Part 763 Subpart E, Asbestos Containing

Materials in Schools.

1.0 – INTRODUCTION

Fargo VAMC – Asbestos Survey 2022 Page 4 of 92

Upon completing an initial walkthrough, the asbestos inspector began a thorough inspection identifying probable

ACM and categorizing by material identification. Each material identification represented a group of material having similar characteristics such as appearance, color and manner in which it was used.

ACM’s were divided into three categories:

1. Surfacing Materials: material that is sprayed-on, troweled on, or otherwise applied to surfaces, such as acoustical plaster on ceilings and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing or other purposes

2. Thermal System Insulation (TSI): material applied to pipes, fittings, boilers, breeching, tanks, ducts, or other structural components to prevent heat loss or gain, or water condensation, or for other purposes

3. Miscellaneous ACM: interior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and does not include surfacing material or thermal insulation

ACM’s inventoried in this survey are classified as either friable or non-friable. Friable ACM can be crumbled or reduced to powder by hand pressure whereas non-friable ACM cannot.

The EPA asbestos NESHAP regulation further classifies non-friable ACM into two categories:

1. Category I: Non-friable ACM includes any asbestos-containing packing, gasket, resilient floor covering or asphalt roofing product

2. Category II: Non-friable ACM includes any non-friable ACM other than Category I non-friable ACM

Samples were collected in airtight sealed bags for transportation to EMSL. for analysis. Standard Operating

Procedures dictated samples were collected in manner consistent with health and safety protocols, using personal hygiene methods, using wet methods as required, and donning proper Personal Protective Equipment (PPE). These methods were used to prevent asbestos airborne contamination from being introduced to the hospital’s atmosphere and to minimize employee, staff, and patient exposure.

Lab data pertaining to the samples analyzed is located in Appendix A of this report and each sample is listed as follows:

• Date Analyzed

• Field Sample #

• Lab Sample #

• Sample Location

• Asbestos Content

• Non-Asbestos Content

Samples were analyzed using PLM methods and Point Count Methods for any sample returning a ≤ 5% (less than or equal to) result, excluding non-detects.

Fargo VAMC – Asbestos Survey 2022 Page 5 of 92

All samples collected during the survey were analyzed at EMSL., an A.I.H.A. and NVLAP certified laboratory. Upon arrival at the laboratory, the samples were logged-in and submitted for analysis.

PLM samples were analyzed utilizing the Environmental Protection Agency’s test method: Methods for the determination of Asbestos in Bulk Building Materials (EPA 600/R-93/116, July1993) and the McCrone Research

Institute’s The Asbestos Particle Atlas as the principal analytical references. Additional treatment and tests may be required to accurately define composition (i.e. ashing, extraction, acetone treatment, and TEM).

The PLM method utilizes a light microscope equipped with polarizing filters. The identification of asbestos fiber bundles is determined by the visual properties displayed when the sample is treated with various dispersion staining liquids. Identification is substantiated by the actual structure of the fiber and the effect of polarized light on the fiber, all of which is viewed by a trained technician. The limit of detection of asbestos by PLM is about one percent (1%) by area. Samples containing lower levels of asbestos are not reliably detectable by this technique.

Analysis was performed by using the bulk sample for visual observation and slide preparation(s) for microscopic examination and identification. The samples were analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, and actinolite/tremolite), fibrous non-asbestos constituents (cellulose, synthetic, etc.) and non-fibrous constituents. Using a stereoscope, the microscopist visually estimated relative amounts of each constituent by determining the volume of each constituent in proportion to the total volume of the sample.

The asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) recommends that asbestos bulk samples that are less than 10% by PLM are to be analyzed by point counting for friable ACM and mandates point counting when PLM results for friable ACM are in trace amounts (< 1%) in order to declare that the material is non-asbestos containing. The point- count procedure mandated by NESHAP is in the EPA “Interim” Bulk Method. For each layer to be point counted, eight mounts are made by dispersing 8 pinches of sample in suitable fluid. Each of the mounts is examined under the polarizing light microscope using an eyepiece reticule that superimposes a grid of points over the field of view. Fifty non- empty points are examined for each mount, yielding 400 points – some of which would be identified as asbestos and the rest as non-asbestos material.

Transmission Electron Microscopy (TEM) analysis is used to quantify and identify asbestos structures using electron diffraction and energy dispersive X-ray (EDX) analysis. Identification of chrysotile or amphibole crystalline structures can be consistently determined via the electron-diffraction capabilities of modern TEMs. The five amphibole types can be differentiated based on their elemental composition when EDX analysis is combined with their electron diffraction patterns.

This asbestos survey report has been prepared by TRINE in a manner consistent with that level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions. No other warranty expressed or implied is made. The intent of this survey report is to assist the building owner or management in locating ACM. This document is not intended to be utilized as a proposal or a project design document for the remediation of asbestos materials discovered during this investigation.

3.3 – Limitations

Fargo VAMC – Asbestos Survey 2022 Page 6 of 92

The survey was conducted to identify suspect ACM on the interior areas of Building 1. Some ACM may not have been discovered due to inaccessibility. Any suspect materials discovered subsequent to the issue of this survey report should be sampled and analyzed to determine asbestos content and to initiate appropriate responses.

TRINE's interpretations and recommendations are based upon the results of sample collection and analyses in compliance with environmental regulations, quality control and assurance standards, and the scope of work. The results, conclusions, and recommendations contained in this report pertain to conditions observed at the time of the survey.

The field observations, measurements, and research reported herein are considered sufficient in detail and scope to form a reasonable basis for an Asbestos Survey Report. The assessment, conclusions, and recommendations presented herein are based upon the sample analysis results of collected materials within the Homogenous Area.

They may not represent all conditions at the subject site as they reflect the information gathered from specific locations. TRINE Environmental, Inc. warrants the findings and conclusions contained herein have been promulgated in accordance with generally accepted industrial hygiene methodology and only for the site described in this report.

Reliance on or use by any such third-party without explicit authorization in the report does not make said third-party a third-party beneficiary to TRINE’s contract with the VA. Any such unauthorized reliance on or use of this report, including any of its information or conclusions, will be at third-party’s risk. For the same reasons, no warranties or representations, expressed or implied in this report, are made to any such third party.

This report has been developed to provide the client with information regarding apparent conditions relating to the subject property. Although TRINE believes that the findings and conclusions provided in this report are reasonable, the report is necessarily limited to the conditions observed and to the information available at the time of the work.

Due to the nature of the work, there is a possibility conditions exist that could not be identified within the scope of the inspection, or which were not apparent at the time of our site work. The report is also limited to information available from the client at the time it was conducted. It is also possible that the testing methods employed at the time of the report may later be superseded by other methods. TRINE does not accept responsibility for changes in the state of the art.

A total of fifty-eight (58) samples were collected and analyzed by PLM. The original laboratory report and certificate of analysis are located in Appendix A.

The following tables summarize the samples collected and quantity of materials that contain asbestos in amounts

>1% (greater than). Table 1 provides the analytical results of the samples submitted to the laboratory. Table 2 provides a room-by-room breakdown of the materials identified and sample number associated with the analytical results.
