The contractor must furnish all labor, materials, equipment, and services to deliver a fully operational, NFPA-compliant system within 475 calendar days from Notice to Proceed, in accordance with national codes, VA standards, and American Society of Healthcare Engineering guidelines.

The system shall be a standalone, microprocessor-based Digital Nurse Call/Code Blue platform with UL and NFPA Life Safety certification. Core functional requirements include: master control stations with touch-screen capability (minimum 15-inch monitor), patient bedside stations with call buttons and pillow speakers, staff and duty stations, corridor and room dome lights, emergency stations in toilets and showers, code blue annunciation at minimum two remote locations (Telephone Operations and Police Control), two-way voice communication capabilities, electrical supervision of all system components, automatic UPS backup providing minimum 30-minute operation during AC power loss, and integration with existing Public Address systems and hospital bed service walls. The system must accommodate future expansion of at least 50 percent additional capacity without internal component modifications. The contractor must provide comprehensive testing (intermediate, pretest, and formal acceptance testing), complete system documentation and as-built drawings, spare equipment (specific quantities per device type), two-year warranty with on-site response requirements (routine calls within one working day; emergency calls within four hours), preventive maintenance visits every 12 weeks, and extensive operator training (48 hours for nursing staff, 24 hours for supervisors). Equipment must be delivered in OEM original containers with appropriate UL certification labels permanently affixed; all installation must comply with NEC Article 517 (Critical Care), NFPA 99 and 101, and local codes. The specification incorporates extensive references to VA construction standards (CFM Division 27 sections for communications infrastructure), TIA-568 cabling standards, and requires coordination with existing Telecommunications Infrastructure Plant (TIP) systems and integrated HL7 interface capability with hospital admission systems.
