About this file
This is a Statement of Work (SOW) from the US Department of Agriculture for dam valve assembly replacement and repair work at three earthen dams located on the Hoosier National Forest's Tell City Ranger District in Indiana.
The contract involves three primary tasks: (1) replacement of the gate and lift assembly at Celina Lake Dam with a Hydro Gate gate and CPS series lift assembly or approved alternative, with a 53-foot approximate shaft depth; (2) replacement of the gate and lift assembly at Saddle Lake Dam with a Hydro Gate gate and CPS series lift assembly or approved alternative, with a 22-foot approximate shaft depth; and (3) repair of the U-38 Lake Dam lift-stem system, which has loosened from the inlet structure wall within approximately the top 6 feet of the riser, requiring re-securing to the inlet structure walls. The final deliverable must consist of functional gate and lift assemblies that meet manufacturers' specifications and allow draw-down pipes to be operated in completely open, closed, or any intermediate position. All work performed inside the inlet structures is classified as permit-required confined space work, and personnel entering these structures must be currently certified in confined space entry and comply with OSHA 29 CFR 1910 regulations. The government will furnish valve structure as-built drawings upon request and provide access keys to the dam valve structures. Travel is not applicable to this contract. Data rights, security requirements, and Section 508 electronic standards compliance are all noted as not applicable.

2 Background The Hoosier National Forest has three earthen dams that have maintenance needs with their valve operations. These dams are located on the Tell City Ranger District (See attached maps for locations and directions). The existing valve systems for all three dams are different. Known equipment and diagrams for each dam have been included in attachments to this solicitation. A copy of the as-builts can be acquired upon request.

Contractor Requirements
3 Technical Requirements / Tasks
3.1 Celina Lake Dam Gate and Lift Replacement
The existing Gate and Lift assembly shall be replaced with a Hydro Gate gate and CPS series lift assembly, or approved alternative. The gate and lift assembly shall be installed to the requirements and constraints given by the manufacturer.
3.2 Saddle Lake Dam Gate and Lift Replacement
The existing Gate and Lift assembly shall be replaced with a Hydro Gate gate and CPS series lift assembly, or approved alternative. The gate and lift assembly shall be installed to the requirements and constraints given by the manufacturer.
3.3 U-38 Lake Dam Lift-Stem Repair
The U-38 Valve Lift-Stem system has come loose from the wall of the inlet structure. It appears to be within the top 6 feet of the riser; however, there could be additional issues below. The valve lift-stem system shall be re-secured back to the inlet structure walls.
4 Government Furnished
4.1 Valve Structure As-Built Drawings
A copy of the valve structure as-built drawings can be provided upon request.
4.2 Access Keys
Keys to access the dam valve structures will be provided.
