About this file

This is a Questions and Answers document (Amendment #2) for Solicitation #12444526Q0013 regarding the Celina Dam Valve Replacement project in the Hoosier National Forest, issued by the USDA on March 10, 2026. A site visit has been scheduled for March 12, 2026, at 7:00 a.m. Central/8:00 a.m. Eastern time at the Saddle Lake dam location for interested contractors. The document addresses operational constraints, work requirements, and contract terms relevant to bidders.

Key operational details include: no restrictions on outage windows for onsite work; water levels remain generally near design pool levels throughout the year with precipitation variations; unknown concrete repair requirements on existing frame-to-concrete connections, which must meet frame manufacturer specifications; and all OSHA requirements must be met, including confined space rescue procedures per 29 CFR 1910.146(d)(9). Contractor working hours are 6:00 a.m. to 6:00 p.m., Monday through Friday, with approval required for extended hours. The contractor is responsible for actual lake drawdown operations at specified elevations (Celina Lake to 489.75', Saddle Lake to 477.00', and U38 to 497.11'), though valve assemblies at Celina and U38 may not be usable due to functionality limitations. Award is anticipated within April 2026, with the awardee having 365 days from contract award to complete the work, a Period of Performance that will be negotiated further to accommodate reasonable material lead times exceeding three months. References to Indian and Tipsaw dams have been removed from the solicitation documents, and assumed water inflow information during August construction is unavailable. The contract will be governed by FAR 52.216-7 Allowable Cost and Payment provisions, and award will likely occur within 30 days of solicitation close.

Re: Celina Dam Valve Replacement, Hoosier N.F. Project

Solicitation # 12444526Q0013

Amendment # 2

03/10/2026

*A site visit has been scheduled for 7am central/8am eastern time on March 12th at the

Saddle Lake dam location if any available contractor is interested. Please email

Joseph.Neukam@usda.gov to schedule.

Are there any operational or outage restrictions on the onsite work performance?

(i.e. outage window of 6/1/26 - 9/1/26 or at a certain time of the year the dam gates cannot be out of service?

There are none

What are the dam water levels throughout the year? Will we need to build a cofferdam to access the work areas?

The water levels do vary throughout the year with precipitation events but generally remain near design pool levels.

Will any concrete repair work be required on the existing frame to the concrete connections?

Unknown currently. Per the SOW, frame to concrete connections will meet the requirements and constraints given by the frame manufacturer.

Will a qualified confined space rescue team be required while we are working in the permit-required confined space?

The contract opportunity documents state that all OSHA requirements shall be met. 29 CFR 1910.146(d)(9) states to “Develop and implement procedures for summoning rescue and emergency services, for rescuing entrants from permit spaces, for providing necessary emergency services to rescued employees, and for preventing unauthorized personnel from attempting a rescue”

Is this job tax-exempt?

mailto:Joseph.Neukam@usda.gov

Please see FAR 52.216-7 Allowable Cost and Payment.

What are the allowable working hours at each location?

Allowable working hours are 6am to 6pm, Monday-Friday. Working hours outside these require coordination and approval by the COR.

How long after the bid date does the contractor need to hold pricing?

Award will likely come within thirty (30) days of solicitation close.

Please verify that Celina Lake will be drawn down to elevation 489.75', Saddle Lake will be drawn down to elevation 477.00', and U38 will be drawn down to 497.11' during construction work and completed by government staff.

Lake drawdown amount can be coordinated and approved by the COR. The contractor will be responsible for the actual drawdown action. Valve assemblies at Celina and U38 may not be used due to current functionality limitations.

Attachment A has context on Indian and Tipsaw Dams. Please provide information on those dams and update CLIN for bid.

Reference to Indian and Tipsaw dams have been removed from attachment A. A new revision is provided.

Please provide assumed water inflow at each location during construction beginning in August while the reservoir is dewatered to manage bypass flows.

This information is not available.

Materials lead time is 3 months or more. Can you provide the anticipated award date?

Award will likely come sometime within the month of April, so the awardee will know in April what they need to do to proceed.

Please provide 180 days from the date of award in the contract due to materials lead times.

Awardee has 365 days from contract award to complete the contract. Material lead times are covered within this duration. Admittedly this is different than what I (contracting) said initially. We will work to accommodate a reasonable Period of

Performance (P.o.P.) with the awardee, which can be up to and including 365 days. This P.o.P. can be discussed further.
