About this file

This is a Questions and Answers document addressing contractor inquiries regarding dam gate maintenance and intake structure work at three locations.

The Government clarified that as-built drawings have been provided as the primary reference for technical specifications, including intake pipe sizes, steel trash rack grating details, angles, and hardware at the Celina structure. Contractors are responsible for field verification of material specifications per contract requirements. Regarding scope of work, damaged metal grating, hardware, structure, bolts, and steel components must be replaced or repaired; if existing embedded bolts are not reusable or serviceable, they shall be replaced, with onsite disposition determined by the Contracting Officer's Representative (COR) approval. The Government confirmed no numerical weight restrictions exist for vehicle and equipment operation on dam structures, but contractors must prevent any damage including rutting, which they are responsible for repairing. For safety and site access, contractors have discretion to develop their own plans for securing intake pipes and establishing safe work environments compliant with OSHA regulations, with no Government-provided bulkheads available. Water levels may be lowered to at least 5 feet below weir height at intake structures during work operations. All technical drawings and material information are contained in the as-built drawings provided as solicitation attachments.

Questions and Answers Page 3

• The as built drawings provided do not sufficiently show access from above and to both sides of the gates, does the Government have any additional drawings?

o As built drawings have been provided

• Does the metal grating on the top of the Celina structure need to be replaced as part of the scope?

o If existing metal grating, hardware, or structure is damaged, it shall be replaced or repaired.

• Are there any weight restrictions for driving vehicles and equipment on top of the dams?

o There is no numerical weight restriction in place. The contractor will ensure no damage to the dam structure occurs due to vehicle weight. Per the contract opportunity documents, any damage to the dam structure, including rutting, will be repaired by the contractor.

• What are the sizes of the intake pipes at all 3 locations?

o Size information is contained within the as built drawings provided

• Does the Government have any bulkheads to block off the intake pipe? Have you done this previously? Or is the contractor expected to design and fabricate bulkheads for sealing off the intake pipe?

o It is the contractor’s discretion to determine a plan to provide a safe work environment within the inlet structure per OSHA regulations.

• We are assuming the water level can be lowered to at least 5' below the weir height at the intake structures during our work, please confirm.

o Lowering 5’ below weir height is acceptable

• What is the material type of the trash rake grating , angles, and hardware at the Celina structure?

o Information is contained within the provided As-Builts. Per the specs, it is the contractor’s responsibility to field verify.

• Is replacing the bolts embedded in the concrete part of the scope as well? If so, how are we supposed to leave the existing embedded bolts?

o If the bolts are to be reused and are not in serviceable condition, they shall be replaced. If they are not reused, what to do with the existing embedded bolts can be determined onsite with COR approval.

• Are we expected to replace the steel at the Celina & U38 intake structures as well? If so, please provide material specifications.

o If the steel is not reusable and/or damaged, it shall be replaced. Material information should be in the As-Builts provided.
