About this file

This is a Mandatory Requirements Checklist for RFP 758 2700000012 issued by the Commonwealth of Kentucky for the Human Capital Management Enterprise Resource Planning System Replacement - Phase 1 project. The RFP requires proposals that combine both software and implementation services; proposals offering only software or only services will be deemed non-responsive. Vendors must follow a specific partnership structure in which a Software Service Provider (SSP) partners with exactly one System Integrator (SI), with each SSP submitting only one joint proposal that is owned by the SSP. The proposal must include all required software components fully integrated and provided by the same SSP, along with implementation and deployment services quoted as a fixed fee. The SSP must ensure FedRAMP or HITRUST/HIPAA cloud compliance and provide hosting services for at least five instances spanning sandbox, development, preview, production, and training environments. Proposals are due August 31, 2026, with the final agreement statement of work to be finalized between the SI and the Commonwealth following proposal selection.

The mandatory requirements establish that vendors and subcontractors must comply with the Commonwealth Office of Technology's AI Policy (CIO-126) with all AI usage subject to approval by the Commonwealth's Office of Technology and AI committee. Implementation services costs must be itemized by staffing category including Leadership and Project Management, Functional/Configuration Team, Change Management and Training Team, Technical Team, and Post Go-Live Support, with all pricing submitted as firm, fixed fees allocated across Kentucky's fiscal years from FY2027 through FY2046. The requirements further mandate that awarded vendors cooperate fully with the Independent Verification and Validation (IV&V) vendor, participate in IV&V-led meetings and checkpoints, and respond to IV&V findings and risk assessments within agreed timeframes. Vendors must also meet with Cabinet personnel to resolve technical or contractual issues during the contract term and provide timely access to project artifacts, environments, documentation, and personnel as reasonably requested.
