If a payment type is a money order, make check number "0"

Balancing Rule:
Check amount should balance to either Registration Fee OR the Family Duplicate fee, +/- $1.00. When the difference is within +/- $1.00, operators should correct the Remitted Amount to match the Check Amount.
When the difference in Check Amount is GREATER THAN +/- $1.00, operators must send the submission to review.
For Multiples if one coupon has fees in the scanline and one doesn't, balancing the two coupons to the check will be correct.
Review Rule:
The reviewer will print the front of the check, write the scanned DLN on the copy, the submission will be deleted, the copy sent to Scanning to be pulled and sent to MVC for manual processing.

For MVC No Money, if a transaction has an amount due (other than the family duplicate) it needs to be returned to MVC.
