About this file

This document is the Technical Proposal Instructions and Evaluation Criteria attachment for the Florida Department of Management Services' Contact Center Services RFP (No. 26-83111500-RFP). The RFP seeks vendors to establish a statewide term contract providing comprehensive contact center solutions, including automatic call distribution (ACD), interactive voice response (IVR), auto-attendant functionality, reporting and analytics, call recording, workforce management, and miscellaneous services. Respondents must submit a single PDF technical proposal using the designated Attachment M form, converted to PDF format and labeled as "RespondentName_TechnicalProposal_AttachmentM," without hyperlinks, cover pages, cover letters, or supplementary materials. The technical proposal submission deadline is March 17, 2026, at 10:00 AM Eastern Time, with a public proposal opening at 11:00 AM the same day. The evaluation period is anticipated to run from March 31, 2026, through April 14, 2026, with a Notice of Intent to Award planned for May 4, 2026. The contract will have an initial three-year term with potential renewal options. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple respondents by region or make no award based on the state's best interests.

The technical proposal is evaluated on a total of 660 available points, distributed across seven evaluation criteria: General (220 points), Automatic Call Distribution (80 points), Auto-Attendant and Interactive Voice Response (80 points), Reporting and Analytics (100 points), Recording (40 points), Workforce Management (100 points), and Miscellaneous (40 points). Scoring for each criterion uses a five-tier evaluation scale assessing the respondent's demonstrated ability to provide contact center services statewide with diverse knowledge and skillsets: no demonstration (0 points), poor ability, adequate ability, good ability, or exceptional ability at the maximum point value. Respondents must adhere to strict character limits for each prompt response and certify compliance with all sections of Attachment A, Scope of Work. The overall evaluation combines the 660 technical proposal points with 500 cost proposal points for a total of 1,160 evaluation points. Respondents must meet mandatory responsiveness requirements, including verification that they are not on any state vendor exclusion lists and compliance with E-Verify and drug-free workplace certifications.
