About this file

This is a Railroad Clearance Memorandum issued by Citrus County, Florida's Department of Public Works to the Florida Department of Transportation (FDOT) regarding FPN 448502-1 for the W. Mustang Boulevard resurfacing project extending from Mesa Verde Drive to County Road 491. The memorandum, dated April 17, 2024, and signed by Charles Leazott, Engineering Operations Supervisor, certifies that the referenced project involves no railroad involvement within the project limits. The project scope consists of rehabilitating the existing roadway, which includes milling 1.5 inches of pavement and placing a 2-inch thick lift of FC-12.5 asphalt with PG 76-22 polymer binder on the two-lane road spanning approximately 3,300 feet per lane. Work also encompasses edge preparation, paving, pavement markings and signage in accordance with MUTCD criteria, temporary and permanent markings, shoulder grading with positive drainage provisions, sodding, and installation of new retroreflective pavement markers.

The memorandum serves as formal clearance documentation for the Small County Outreach Program (SCOP) resurfacing project, confirming that no railroad coordination or approvals are required for project execution. This certification facilitates project advancement under ITB 26-139 and allows the bidding process to proceed without railroad-related delays or additional clearance requirements. The asphalt mix design must be identified on the current FDOT Asphalt Mix Design Plant Assignment Sheet and submitted with bids, and all work must comply with current FDOT Standard Specifications for Road and Bridge Construction, FY 2025-26, with Traffic Level C designation. The successful bidder will be responsible for furnishing all labor, materials, consumables, tools, and equipment necessary for complete project performance.
