About this file
This is a Performance Standards and Guarantees attachment document for the Florida Department of Management Services (DMS) Irrigation System Management Services contract (DMS-25/26-032). The document establishes quarterly performance evaluation criteria and measurement standards that the Facility Manager must complete and submit to the Contract Manager after each quarterly inspection. The Contractor is responsible for four primary deliverables: immediately reporting any irrigation system damage, leaks, or malfunctions via email to the DMS Facilities Manager; completing minor repairs to irrigation system components damaged during routine service operations; adhering to the approved irrigation operations schedule without deviation unless prior approval is obtained; and submitting the Quarterly Summary Report (Attachment B) within five business days of the quarterly inspection. Performance is rated on a three-tier scale with "Good" indicating acceptable performance, "Fair" indicating performance needing improvement, and "Poor" indicating below-standards or non-compliant performance.
The contract includes financial penalties for non-compliance with invoice deductions ranging from 5% to 10% per site. Non-compliance with damage and leak reporting, minor repair completion, and late submission of the Quarterly Summary Report each result in 5% invoice deductions, while deviation from the approved irrigation schedule without prior approval results in a 10% invoice deduction. If a Contractor receives a "Fair" rating and fails to correct the identified deficiencies by the following month, the Contractor automatically receives a "Poor" rating and the associated invoice deductions apply. Both the Facility Manager and Contractor must sign and date the performance standards form after completion, and the Contract Manager receives monthly acknowledgement of services from the Facility Manager through the submitted reports.
