About this file
This is a Questions and Answers document for solicitation DMS-2526-032 issued by the Florida Department of Management Services (DMS), Division of Real Estate Development Management, pertaining to Irrigation System Management Services at multiple state-owned facilities in Tallahassee and Tampa. The solicitation requires a Florida-certified plumbing or irrigation specialty contractor to provide quarterly inspections, system testing, repairs, and component replacements across multiple locations, including an additional site at Florida Department of Law Enforcement, 4211 N Lois Ave, Tampa, FL. Service requirements specify that contractors maintain watering schedules of twice weekly from April through October and once weekly from November through March, with irrigation zones operating between 10:00 pm and 6:00 am and water application not exceeding 3/4 inch per session. The contract carries an initial five-year term beginning January 1, 2026, with the possibility of five additional renewal years subject to annual performance evaluations and fund availability. Proposals were due by November 21, 2025, with award intended for the responsible and responsive bidder submitting the lowest total price.
The Q&A document addresses bidder inquiries regarding pricing structure, major versus minor repair responsibilities, inspection frequency, emergency labor rates, markup guidance, repair billing processes for damage caused by landscape vendors, underground irrigation system assessment challenges, response time expectations, and the applicability of departmental responsibility for discovery work and related costs. The document clarifies that minor repairs are contractor-funded and included in quarterly inspection costs, while major repairs are proposed separately and subject to departmental approval following contractor estimates. Emergency labor rates, markup percentages for parts, and hourly rates for additional services are permitted but require contractor proposal development in accordance with Scope of Work provisions. Contractors must have a minimum of three years of irrigation system maintenance experience, maintain a crew of at least three members, and provide sufficient commercial equipment. The contract includes performance standards with financial penalties ranging from 5% to 10% invoice deductions for sites associated with substandard service, and the Department reserves the right to terminate the contract with 30 days' notice if performance standards are not met.

INVITATION TO BID NO. DMS-25/26-032
Irrigation Management System Services – Multiple Locations
QUESTIONS AND ANSWERS
Note: All written questions are reproduced in the same format as submitted by the Respondent.
NO. QUESTION ANSWER
1. Please provide clarification to the price sheet.
I understand we are to provide an amount to complete the quarterly irrigation system inspection which includes minor repairs. Any major repairs are to be proposed separately to this proposal after our initial and quarterly inspections.
See Sections 2.1.5.1, 2.2.5, and 2.2.6 of Attachment A - Scope of Work (SOW) and Section 3.6 of the Invitation to Bid (ITB).
2. The on-site managers have identified major repairs that are required. They stated the cost of these repairs should be included in our proposal.
Should we include an expected repair amount in addition to the annual maintenance inspection costs? For instance, if the annual inspection cost is X and the known major repairs is Y, do I add both X and Y in the initial period cell on the price sheet?
See ITB, Sections 2.2 and 3.6 and SOW Sections 2.1.5.1 and 2.2.6.
3. We were notified of an additional site that should be included in the proposal. The additional site is Florida Dept of Law Enforcement, 4211 N Lois Ave, Tampa, FL 33614.
How would you like the additional site added to the price sheet?
See SOW, Section 1.1.
4. We have been requested to perform monthly inspections rather than quarterly. Should we price for quarterly based in the RFP or monthly?
See SOW, Section 2.1.5.2.
5. There is no line item for emergency labor rates. How do we include that labor rate?
See SOW, Section 2.4.
6. I could not find a guideline for appropriate markup in the RFP. Can you provide guidance on an appropriate markup?
See SOW, Sections 2.2.6, 2.4.
7. The RFP request minor repairs to be included. We were informed that any damage
See SOW, Section 2.2.8.
caused by the landscaper should be repaired at their expense. Please provide guidance on the process for billing repairs caused by the landscape vendor.
8. Please provide the current landscape contract which currently includes irrigation.
