About this file
This is a Specifications document for the Department of Veterans Affairs project to replace Building 2 Air Handler Units (AHUs) at the Salem VA Healthcare System. The project (VA Contract No. 36C24625C0022, Project No. 658-24-102) encompasses comprehensive mechanical, electrical, plumbing, and general construction work required to remove existing AHU systems and install new equipment with associated ductwork, piping, terminal units, and infrastructure. The work is organized in two phases: Phase I addresses AHU-09 service areas and Phase II addresses AHU-10 service areas, with most work occurring in occupied building spaces requiring coordination with ongoing Medical Center operations. The specifications establish requirements for general construction practices, safety protocols, security procedures, utility management, demolition and restoration, equipment installation, testing and commissioning, warranty management, and comprehensive documentation including as-built drawings and photographic records.
Key contractual requirements include: the contractor must maintain uninterrupted Medical Center operations 24/7 with all service interruptions requiring minimum 30-day advance notice for routine work and 60-day notice for major shutdowns; provide a detailed phasing plan and two-week advance notice before beginning work in each area; develop and maintain a Critical Path Method (CPM) schedule with monthly updates; establish a comprehensive warranty management plan with 4 and 9-month post-construction inspections; supply maintenance and operating manuals plus factory-trained instruction to VA personnel; maintain minimum building temperature of 4°C (40°F) and existing fire protection systems; and provide photographic documentation with digital indexing throughout construction. The contractor must also comply with VA security requirements including background clearances, key control, document confidentiality protocols, and restriction on photography of premises and personnel.

When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence
VA Project No.: 658-24-102 VERSION: 11-01-21
01 00 00 -11 without a detailed work plan, the Medical Center
Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR
ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR
COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK
RESULTS FOR ELECTRONIC SAFETY AND SECURITY for additional requirements.
2. Contractor shall submit a request to interrupt any such services to COR, in writing, 30 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical
Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 60 calendar days prior to the desired time and shall be performed as directed by the COR. The
Contractor shall submit a shutdown schedule identifying all major shutdowns required during construction.
5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the
