About this file
This is an Asbestos & Hazmat Testing Report prepared for the 35% Schematic Design (SD) submission for a renovation project at Salem VA Medical Center in Salem, Virginia. The report documents inspection and testing results for Building 2 air handler replacement (VA Project 658-24-102), conducted by Castle Hill Associates on June 4-5, 2025.
The inspection and laboratory analysis determined that no asbestos-containing materials are present in the Air Handling Rooms or affected building areas. All 26 bulk samples tested using polarized light microscopy (PLM) analysis by Eurofins Built Environment Testing East, LLC returned negative results for asbestos content. Lead-based paint testing using X-ray fluorescence (XRF) on 17 locations also yielded negative results, with all readings below the 1.0 mg/cm² EPA threshold for lead-based paint. However, mold-impacted materials were identified: approximately 30 linear feet of fiberglass pipe insulation and duct insulation jackets, plus approximately 390 square feet of concrete floors in Building 2 and Building 32 AHU Rooms, all showing visible mold growth. The estimated abatement cost for mold remediation is $6,370.00, based on 2026/27 construction costs using Davis-Bacon prevailing wage rates for Roanoke, Virginia. The report includes inspector certifications (Virginia Asbestos Inspector and EPA Lead Paint Risk Assessor licenses), laboratory accreditations, photographs of affected areas, detailed sampling data, and references to a 2019 baseline asbestos reinspection survey covering 59 buildings across the Salem VA campus.

ASBESTOS & HAZMAT TESTING SUMMARY
On January 6, 2025, Brett Brumbaugh performed asbestos and lead-based paint testing at the Salem VA Medical Center in Salem, VA in preparation of the renovations required for the replacement of the Air Handlers in the AHU Rooms and other building areas in Building 2.
As part of this inspection, the previous asbestos testing conducted by Castle Hill Associates in 2019 on the Salem VA campus were utilized to develop this report in addition to the samples collected during this inspection. Castle Hill conducted this survey for the VA and sampled all suspect materials in the building or referenced the previous asbestos baseline inspection.
ASBESTOS INSPECTION FINDINGS
As a result of this inspection and previous testing, it has been determined that no asbestos is present in the Air Handling Rooms or building areas which will be impacted by the renovations required for this project.
LEAD-BASED PAINT
As a result of this inspection, there were no painted building components identified in the renovation areas coated with lead-based paint as a result of the XRF testing of the painted surfaces in the work areas.
MOLD IMPACTED MATERIALS
As a result of this inspection, the following mold impacted building components were identified in the renovation areas:
Mold Impacted Materials Locations Quantity
Fiberglass pipe insulation and duct insulation jackets
B2 and B32 AHU Rooms ~ 30 lf of insulation
Concrete floors B2 and B32 AHU Rooms ~ 390 sf of concrete
CONCLUSIONS/RECOMMENDATIONS
The identified mold impacted materials with visible mold growth should be removed by a qualified remediation contractor prior to the renovations. All mold remediation work is recommended to be conducted by a qualified remediation contractor utilizing industry standard practices for mold remediation and in accordance with VA specifications.
Since no asbestos containing materials or lead-based paint was identified in the 2 AHU rooms which will have the air handlers replaced and other affected building areas, abatement will not be necessary prior to renovation.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

The inspection was conducted by Brett Brumbaugh and Sam Ansara. The project manager was Mr.
Brumbaugh who has been conducting asbestos surveys, sampling, and consulting work since 1987. He is a Commonwealth of Virginia certified Asbestos Inspector. Sam Ansara has been conducting asbestos surveys, sampling, and consulting work since 1989. There was a previous asbestos reinspection and sampling conducted at the facility most recently in 2018 and those reports were reviewed and utilized by Castle Hill prior to this inspection. There were no limitations or exceptions to the PWS for the surveys conducted.
All accessible functional areas in the facilities were surveyed. All previous asbestos survey information and sampling conducted at the facilities were evaluated and incorporated into this survey. All confirmed asbestos-containing materials were verified. This report can be incorporated into the facility’s management plan for asbestos-containing materials.
