1. INTRODUCTION: This manual sets forth the responsibilities and procedures of the Federal Law Enforcement Training Center (FLETC) Directive 70-09.J, Firearms and Ammunition, for the FLETC.

2. SCOPE: This manual applies to all FLETC locations and training sites and contains elements that apply to all FLETC staff, Partner Organization (PO) representatives and staff, students, guests and contractor personnel.

3. FORMS:

a. FLETC Form FTC-SEM-15 (08/2008)–FLETC Firearm and Weapon Registration Form

b. Standard Form (SF) 702 - Security Container Check Sheet

4. DEFINITIONS:

a. FLETC Facility is defined as any training site under the administrative and operational control of the FLETC.

b. Firearms are defined as any operable or inoperable gun, to include: revolvers, pistols, semi-auto handguns, shotguns, automatic firearms/guns, air pistols and rifles, BB/pellet and cap guns. This also includes Practical Exercise and Laser Guns as defined below.

c. Weapons are any device capable of propelling darts or arrows, such as operable bows (re-curve, compound or cross), launcher devices (used to launch gas/pepper/stun grenades) and knives, other than pocket knives with blades of four inches or less.

d. Practical Exercise (PE) Firearms are any devices that are used in training that CANNOT chamber and/or fire live ammunition and are color coded for identification purposes.

Examples include but may not be limited to the following:

(1) The color RED handle or stock will identify a Safe Gun - any functional firearm which has been altered by removing and/or modifying the firing pin mechanism and plugging the barrel. Exception to this is the Glock 17Rs which are laser weapons that are shipped from the Glock factory with a red frame.

(2) The color WHITE handle or stock will identify a Blank Gun – any blank-firing gun utilizing an active firing pin and some type of gas emission from the barrel regardless that it may only be able to chamber and/or fire blank ammunition or primed uncharged cases only.

(3) The color BLUE handle or stock will identify a Non-Lethal Training Ammunition (NLTA) Gun - any functional firearm that is designed or converted for use with NLTA. These firearms are assigned for use in training or PEs. Included in this category are “paintball guns” designed and manufactured for the express purpose of firing marking cartridges.

Special protective clothing and equipment MUST be worn when using these NLTA firearms.

See NLTA Directive 70-09.U for specific details.

(4) The color YELLOW handle or stock will identify a Laser Gun - any functional firearm that has been altered to produce a laser pulse for use with laser-sensitive clothing or other laser targets for indicating hits. The exception is the safe Glock 17Rs designed to re-cock without firing ammunition. These are factory produced with a red frame. All laser-equipped firearms will bear a laser-type identification label specifying the class of laser installed.

e. Approved Firearms and Weapons Vault is a secure vault approved by the FLETC Director, or designee, in accordance with the Department of Homeland Security (DHS) Directive for storage of controlled material, excluding munitions, identified herein.

f. Approved Firearms and Weapons Storage Locker is a secured locker, approved by the FLETC Director, or designee, in accordance with DHS Directives, for storage of live firearms and ammunition for PO staff while on duty at the FLETC.

g. Approved PE Firearms and Weapons Vault is a secure container that has been approved by the FLETC Director, or designee, in accordance with DHS Directives, for storage of PE firearms.

h. Ammunition describes a cartridge or family of cartridges, including blank ammunition and NLTA, intended for use in various types of firearms identified herein.

i. Expended Cartridge Casings (Brass) are bullet casings that have been fired. These are reclaimed by the government and will be accounted for as required. The accounting process is not addressed in this manual.

j. Firearms/Weapons Custodians/Alternates (hereinafter referred to as custodians) are persons appointed in writing or designated by contract to receive, issue, account for, and control firearms, weapons and munitions transferred to them either by agencies or by individuals.

k. Issue Point is a specifically designated location from which a custodian may transfer firearms, weapons and/or ammunition in bulk or individually from a storage location to a user.

The Chief and/or Branch Chiefs for the Firearms Division at any of the FLETC facilities/sites may authorize temporary issue points on a case-by-case basis.

l. Firearms Instructor is any person who is a member of or detailed to the staff of the Firearms Division/Branch at any FLETC facility and who is assigned instructional duties.

m. NLTA Instructor is any individual who has fulfilled the training requirements set forth in this manual for conducting NLTA training or activities. An NLTA instructor may be a person who is not necessarily a firearms instructor (under the definition herein) and may not be a FLETC employee. Federal, state and local Non-FLETC NLTA instructors must have the approval of the FLETC for use of the FLETC NLTA facilities, equipment and supplies.

n. WASDA is the Weapons Ammunition Supply and Distribution Area.

5. RESPONSIBILITIES:

a. The Chief of Firearms for Each Respective Facility is responsible for:

(1) The organization, management, administration, control, and accountability of all activities associated with the FLETC firearms ranges and for firearms, weapons, ammunition, and munitions, security, storage and issue.

(2) Reviewing procedures for the operation of all (PO or other) approved firearms, weapons, ammunition, munitions storage facilities, sites, or locations.

(3) Ensuring that all expended casings are reclaimed, stored, and transferred to the Assets and Logistics Management Division (ALM).

(4) Reporting to the ALM in a timely manner all inventory changes involving weapons.

(5) Coordinating with the FLETC/Glynco Program Chief, Security and Emergency Management Division (SEM)/Physical Security Programs (PHY); and other FLETC sites, as well as, coordinating with the site-specific Security Specialist, on all matters related to the physical security of firearms, weapons and ammunition and firearms-related facilities.

(6) Approving the use of functioning firearms and weapons in off-Center exercises in FLETC training programs.

b. The Chief, ALM, is responsible for the disposition of expended cartridges.

c. The Chief Information Officer (CIO) Directorate, Instructional Technology Communications Branch (ITC), is responsible for the control, accountability, and security of safe-functional firearms, weapons and blank-fire firearms/guns issued by ITC for use in PEs, classroom presentations, or other approved training activities.

d. The Division Chiefs of the Training Divisions at each respective FLETC site, who serve as Program Managers, are delegated the authority to approve the use of PE firearms (definition 4.d.) and weapons (definition 4.c.) for off-Center exercises in their assigned FLETC training programs.

e. The FLETC/Glynco Firearms Division (FAD) Inventory Management Specialist, a member of the FAD staff formally appointed as the Firearms and Weapons Custodian, is the FLETC Glynco FAD coordinator for all matters relating to the security, receipt, control, storage, and issue of training firearms, weapons and ammunition. The FLETC/Glynco Firearms and Weapons Custodian is responsible for:

(1) Monitoring the activities of the Contract Issue Service in all transactions involving firearms, weapons, ammunition, or munitions.

(2) Performing a daily audit of all ammunition and munitions issues and receipts occurring at the issue points in Buildings 221 and 166.

(3) Conducting a monthly physical inventory of all FLETC ammunition and munitions stored in Bunkers 112, 115 and 117 (to include the CONEX Boxes located at Bunkers 115 and 117) and Buildings 142, 166 and 221 storage and/or issue points.

(4) Maintaining and providing to the Contract Issue Service a list of instructors and PO representatives who are authorized to transfer firearms, weapons, ammunition, and munitions to and from the issue rooms. A separate list of FLETC and PO ammunition custodians authorized entry into Bunkers 111 and 112 will be provided to the FAD Inventory Management Specialist (Firearms and Weapons Custodian), the Program Chief, SEM/PHY, and the FLETC/Glynco Security Force.

(5) Coordinating with the Program Chief, SEM/PHY, on the maintenance and conduct of quarterly performance tests (PTs) of the security alarm systems protecting firearms, weapons and ammunition, to include FLETC/Glynco Security Force participation.

f. FLETC/Artesia, FLETC/Cheltenham, and FLETC/Charleston Firearms and Weapons Custodians. A member of the site-specific Firearms Division staff will be formally appointed as the Firearms and Weapons Custodian, and serve as the coordinator for all matters relating to the receipt, control, storage, and issue of firearms, weapons and ammunition. The Weapons Custodian is responsible for:

(1) Monitoring the activities of the Contract Issue Service in all transactions involving firearms, weapons, ammunition, or munitions.

(2) Performing a daily audit of all ammunition and munitions issues and receipts occurring at the issue points.

(3) Conducting a monthly physical inventory of all FLETC ammunition and munitions stored in bunkers and/or issue points.

(4) Maintaining and providing to the Contract Issue Service a list of instructors and PO representatives who are authorized to transfer firearms, weapons, ammunition, and munitions to and from the issue rooms. A separate list of PO ammunition custodians authorized entry into bunkers will be provided to the Contract Issue Service, the site-specific Security Specialist, and the FLETC Security Force.

(5) Coordinating with the site-specific Security Specialist on the maintenance for and conduct of quarterly PTs of those security alarm systems protecting firearms, weapons and ammunition, to include FLETC Security Force participation.

g. Partner Organization (PO) on-site representatives who have firearms, weapons, or ammunition secured in or at any approved storage site will designate in writing, a Firearms and Weapons Custodian and alternate who shall maintain accountability and control for their agency's firearms, weapons and ammunition. Names of persons so appointed will be provided in writing, to the respective Chief of Firearms. The PO representatives will develop procedures for control and accountability of firearms, weapons and/or ammunition under their control in accordance with this manual.

h. On-site PO Custodians shall be responsible for the control and accountability of their agency's firearms, weapons and ammunition.

i. The following site-specific personnel are responsible for securing firearms/weapons turned in by persons entering the FLETC.

GLYNCO ARTESIA CHARLESTON CHELTENHAM

The FLETC Security Force - will maintain keys or combinations to locking devices for ALL storage locations (Building # 221, Building 166 and/or Building #1) as identified in this Manual.

6. PROCEDURES:

a. General.

(1) Signs advising of the policy on introduction of firearms or weapons onto FLETC facilities will be prominently posted at all installation entrances. Upon entering any FLETC facility, ALL personnel must declare possession of any firearm or weapon and/or ammunition to the appropriate security personnel at that site.

(2) Persons specifically authorized to retain firearms/weapons and ammunition while on FLETC facilities are identified as follows:

(a) Authorized FLETC firearms instructors and FLETC-qualified PO firearms instructors who train and compete in various shooting disciplines, daily instruction and semi-annual firearms qualifications (Refer to 6.c. of this manual for site-specific storage).

(b) Authorized instructional staff, formally appointed custodians/alternates and students under staff supervision may utilize firearms/weapons in connection with training at specific designated training locations.

(c) Law Enforcement Officers and/or FLETC Staff participating in FLETC authorized competitive shooting matches conducted at the FLETC must, upon completion of match activities, exit FLETC facilities without intermediate stops.

(d) Staff members who receive ammunition from students will deliver ammunition to the Firearms Division issue site personnel at the respective FLETC facility.

During periods when the issue site is closed, ammunition should be turned in to the appropriate Security personnel.

(e) Federal, state and local officers on official business (See FM 71-01, Physical Access Control, for specifics).

(f) All authorized personnel assigned to the FLETC facilities who are required by their organization to demonstrate their firearms/weapons proficiency (qualify). This exception applies ONLY on the day of their scheduled staff practice/qualification at the FLETC and is limited to the firearms(s)/weapon(s) required for qualification. Upon entering the FLETC facility, the weapons control procedures for these personnel shall be:

(1) Declare possession of the firearms/weapons at the appropriate security checkpoint to the FLETC Security Force.

(2) Transport their duty firearm(s) directly to the applicable firing range without any intermediate stops.

(3) Upon completion of training, exit the FLETC facility intermediate stops. PO staff members may store duty weapons used for qualification at designated FLETC Visitor Centers (Glynco-Building 1; Charleston-Visitor Control Center; Cheltenham- Building 6;

Artesia-Building 100).

(g) FLETC OPR and Federal Personnel Possessing U.S. Code Title 40, Section 1315 LE Authority, and FLETC Security Force Personnel. FLETC OPR personnel, those authorized FLETC Federal personnel possessing U.S. Code Title 40, Section 1315 LE authority, and FLETC Security Force personnel (all with assigned, government issued and/or authorized firearms).

(h) Personnel assigned/detailed to the FLETC staff as firearms instructors, armorers, gunsmiths, firearms inventory management specialists or appointed as custodians are permitted to possess and transport firearms/weapons and ammunition in connection with their duties.

(i) The FAD contract support services personnel, in connection with their assigned duties, are permitted to possess and transport firearms/weapons and ammunition.

(j) Exceptions to this policy must be submitted in writing through the appropriate supervisory chain at the appropriate facility, to the Chief Security Officer (CSO), SEM. The CSO will in turn submit the request to the FLETC Director. Each request will be considered on a case-by-case basis.

(3) It is the policy of the FLETC that personnel are prohibited from bringing personal (non-government issued) firearms/weapons onto any FLETC facility.

(a) Visitors authorized by federal or state permit to carry a firearm on their person or in their vehicle must make alternate storage arrangements for the firearm/weapon prior to entry to a FLETC site.

(b) If a person is carrying or transporting a personal firearm/weapon not authorized by the provisions of this Manual and/or FM 71-01, Physical Access Control, access to the FLETC facility will be denied until alternative storage arrangements for the firearm/weapon have been made (i.e., FTC-SEM-15, FLETC Firearm Weapon Registration Form, see Attachment 1).

(c) FLETC Staff and POs and visitors authorized by state permit to carry and/or possess a firearm/weapon on their person or in their vehicle and not authorized by other provisions of this Manual and/or FM 71-01, Physical Access Control, must check or make alternate storage arrangements for the firearm/weapon prior to entry to a FLETC site. Daily storage will be on a space available basis determined by SEM/PHY as applicable.

(d) Commercial vendors approved through the FLETC vendor demonstration procedures may introduce firearms/weapons/ammunition for demonstrations and review by the FLETC. The Chief, FAD at the respective FLETC sites will be responsible for escort and/or transport of these firearms to and from the appropriate FLETC Range.

(4) Firearms Storage – Except as provided in this Manual and/or FM 71-01, Physical Access Control, all persons are expressly PROHIBITED from retaining any live firearm/weapon and/or ammunition on their person, in their vehicle, office, classroom, dormitory, PE areas, or any unauthorized location on FLETC property.

(a) AT NO TIME may students possess live firearms/weapons and/or live ammunition either loose or in bulk in the classroom environment. Student possession of live firearms/weapons and/or live ammunition will occur at a designated firing range under direct visual supervision of a staff instructor. Students who find that they have inadvertently retained ammunition in their possession will immediately deliver any and all ammunition to any member of the instructional staff.

(b) Students may request, from a FLETC firearms instructor, a partially functional safe weapon designated by the color red which is issued by their respective parent agency for the practice of grip and draw, sight alignment and trigger pull. POs may impose additional control procedures based on agency policies and regulations.

(c) Those students issued firearms by their parent agency for firearms training and subsequent duty carry upon graduation, will be issued their duty weapon at each FLETC site’s designated Visitor Center (Glynco-Building 1; Artesia-Building 100; Cheltenham-Building 6; Charleston-Visitor Control Center). The FLETC will relinquish temporary inventory control of the PO firearms and reassign the firearms to the PO’s designated firearms custodian for issuance to their respective students upon graduation.

(5) The FLETC is responsible for the proper storage, transport, security and general control of firearms/weapons and ammunition on each FLETC facility. The FLETC will ensure that the highest standards of safety and control are applied to all activities associated with these materials. A specific location, color coded (red) in the WASDA is for storage of inert ammunition only. The FLETC’s concerns extend to the security and safety of the surrounding community, faculty, staff, visitors and students engaged in the training at the FLETC.

(6) All FLETC firearms or weapons, either on Center or when removed with authorization, must be secured at all times by either: 1) storage in an approved locked container,

2) in the personal possession of an authorized, responsible individual, or 3) under the direct control/observation of a member of the instructional staff.

(7) All firearms located on the FLETC will be safeguarded and assigned to a formally appointed custodian(s) who will be responsible for their control and accountability.

All lost, stolen, missing and found firearms and weapons will be reported to the appropriate FLETC Security Force IMMEDIATELY upon discovery. The FLETC Security Force will notify SEM. The SEM/PHY will coordinate with the OPR in determining the extent of a follow-up investigation, if required. SEM will also notify the Inspections and Compliance Division (ISP) of the incident.

(9) No person may discharge a live firearm (non-PE firearm) with any ammunition, either in training, practice/qualification, competition, or other circumstances, except firearms instructors, those under the direct supervision (i.e., student, VIP tour guest, etc.) of a firearms instructor, or an armorer or gunsmith during testing.

(10) All firearms discharges, accidental or otherwise, which are not supervised by a firearms instructor or performed by an armorer or gunsmith during testing, or which occur outside of a designated live fire area, will be reported to the FLETC Security Force immediately.

The SEM and OPR should also be notified.

(11) Firearms converted to fire Non-Lethal Training Ammunition (NLTA) may be discharged in training under supervision of a certified NLTA instructor.

(12) Any device utilized in training that explodes or propels a projectile should be considered dangerous. Use of such items must be under controlled circumstances and only after approval of the Division Chief and Program Manager of the program involved.

(13) All firearms regardless of type, ARE TO BE TREATED AS LIVE! Safety rules pertaining to live weapons will be applied to all firearms to include non-lethal, blank, laser, issue simulated “red” guns, safe and blank firearms used by students in training.

b. Range/Ammunition Control Measures.

(1) The Firearms Contractor will perform a mandatory inspection of all inert ammunition (dummy rounds) when the equipment carts (training items-weapons and ammunition) are being prepared. The Firearms Contractor will perform a quality control check prior to the equipment carts being issued. The Instructor accepting the cart from the Firearms Contractor will inspect and verify all inert ammunition to ensure no live ammunition is introduced into the classroom. The reverse will be completed when the carts are returned to the WASDA. The Firearms Contractor will conduct an evening inventory to verify the count of inert ammunition and to ensure no live ammunition has been mixed with the inert ammunition.

(2) Only commercially manufactured ammunition shall be used on the FLETC ranges for training and qualification purposes. The ballistics specifications listed by the manufacturer are to be considered correct for the purpose of the velocity-limiting criterion. The use of specialized cartridges having published velocities greater than the general training or duty ammunition listed below require written authorization from the appropriate site’s Chief of Firearms.

(3) Reduced Hazard (RH) ammunition is available for use in most calibers. As manufacturing technology progresses, every effort will be made to make the FLETC a safe working environment from the standpoint of environmental hazards. This transition will be accomplished over a period of time and will be announced as needed, through memorandum or letter.

c. Firearms/Weapons and Ammunition Storage/Issue Facilities. FLETC firearms and weapons storage/issue facilities are maintained for security and control. Utilization of office and storage space at all FLETC facilities will be determined by FLETC Directive 70-07.A, Space Assignment and Utilization. Storage of PO ammunition will be coordinated with the appropriate site ammunition custodian. Inventory of PO ammunition is the responsibility of the POs at the FLETC/Glynco, FLETC/Charleston and FLETC/Artesia sites. Due to space limitations, the contract service operating the WASDA at the FLETC/Cheltenham is authorized to receive, store, issue, recover, and inventory weapons, ammunition, and supplies owned by POs. Non-training and/or operational firearms/weapons and ammunition stored at sites not authorized by this Directive must be submitted in writing through the appropriate supervisory chain at the appropriate facility, to the CSO, SEM. The CSO will in turn submit the request to the FLETC Director. Written requests to store training firearms/weapons (live fire, NLTA, blank and safe guns) at other sites must be forwarded as follows:

Requests for other site storage- through the Division Chief, FAD, to the Deputy Assistant Director, Office of Mission Support (OMS).

Firearms and Blank Ammunition Storage/Issue in Building 39 – is a secured approved container used to store PE firearms and blank ammunition utilized in training.

Building 680 – EOD/TAB FLETC approved “Armory Storage Room” houses containing blank fire shotguns, SMGs, fully auto “Title 3”, NLTA, SMG, and Air Soft Pistols.

Building 500 – Dispatch Area containing inert M-4s and blank firing rifles (2), shotgun (1), and revolver (1).

Other Approved Firearms/Weapons and/or Ammunition Storage/Issue Sites:

Building 1 (Visitor Center) – Approved for temporary storage of firearms/weapons and ammunition acquired in connection with entry/exit control responsibilities and the storage of firearms/weapons and ammunition utilized by the Security Force. The firearms/weapons and ammunition are purchased, controlled and inventoried by the Security Services Contractor.

Building 20 – Approved for the storage of the US Marshals Service firearms/weapons and ammunition in an approved vault.

Building 210 – Room G- 10 (Alcohol, Tobacco and Firearms (ATF)) – Approved for use to store live firearms/weapons in an approved vault/container.

Room G-22 (Driver and Marine Division (DMD))

– approved for use to store and issue blank firearms and ammunition utilizing an approved vault/container.

Bunkers (to include adjacent CONEX containers) –

Bunker 111 – Customs and Border Protection

(CBP).

Bunker 113 – Used for non-ammunition equipment/supply storage controlled by Counter-terrorism Division (CTD).

Bunkers 112, 115 and 117 – Used by FAD for ammunition storage.

d. Security

(1) Yearly Firearms and Ammunition Status Report. For security and emergency management purposes, the Chief, FAD, Glynco; and the Range Masters, FLETC/Artesia, FLETC/Cheltenham and FLETC/Charleston, will provide the SEM; the Division Chief, EVS; and the respective site-specific Security Specialist with a Quarterly Firearms and Ammunition Status Report containing the locations, general types, and approximate amounts of firearms and ammunition under their control. This report will be designated as “FOR OFFICIAL USE ONLY” and protected in accordance with applicable DHS policies. The Chief, FAD, and the Rangemasters will notify the CSO, the Division Chief, EVS, and the site-specific Security Specialist of any significant changes or issues involving firearms and ammunition storage locations, inventories, etc.

(2) Security checks. The security of all areas containing firearms and ammunition and associated materials will be checked by the FLETC Security Force in accordance with current Security Force contract requirements and standard operating procedures. An SF-702 (Standard Form 702, Security Container Check Sheet - see Attachment 2) will be posted on the inside of the primary door of each location used for the storage of firearms and ammunition.

Each time the location is opened and secured, this action will be annotated on the SF-702. All locations will be secured at all times, and when open and unsecured, will be physically controlled by an authorized individual. Completed SF-702s will be maintained by the Chief, FAD, and the site-specific Rangemaster, and are subject to review by the ISP and SEM/PHY.

(3) Lock and Key Controls. The Chief, FAD, and the site-specific Rangemaster will ensure that positive Lock and Key controls, in accordance with FLETC Lock and Key Program requirements, are in place for those lock and key systems securing firearms and ammunition.

(4) Emergency Access. In the event of a security or emergency incident, a lock or system securing a location or area containing firearms may be opened (forcibly if required) by non-FAD or FTD personnel, with the approval of one of the following:

(a) For the FLETC/Glynco; the Chief, FAD.

(b) For the FLETC/Glynco; the FLETC/Glynco FAD Inventory Management Specialist.

(c) For the FLETC/Glynco; the Deputy Assistant Director, Office of Mission Support, and Deputy Assistant Director, Office of Mission Operations.

(d) For the FLETC/Glynco; the Assistant Director, Glynco Training

Directorate.

(e) For the Field Sites; the Assistant Director, Field Training Directorate.

(f) For the Field Sites; the Site Directors for FLETC/Artersia, FLETC/Charleston, and FLETC/Cheltenham.

(g) For the Field Sites; the site-specific Firearms and Weapons Custodian.

Should the locking system be destroyed or damaged due to required forcible opening, the deficiency must be corrected immediately and/or compensatory measures must be in place until the deficiency is corrected. For the purpose of this requirement, compensatory measures means;

an authorized FAD or Field Training Directorate staff member, or an armed FLETC Security Guard Officer (SGO) is posted to ensure the protection of the security interest until the area is secured.

(5) Quarterly Periodic Testing (PT) of Alarm Systems - Quarterly PTs will be conducted in accordance with the following procedures for each alarm system location protecting firearms and ammunition:

(a) The Firearms and Weapons Custodian will contact the FLETC Security Force and request that a SGO respond to the alarmed location for the purpose of conducting an alarm PT.

(b) Upon the SGOs arrival, the Firearms and Weapons Custodian will request that the SGO contact the FLETC Security Force Dispatch by radio or telephone and request an acknowledgement of when an alarm is received.

(c) The Firearms and Weapons Custodian will then open a door under alarm coverage while the alarm system alarm is activated and observe if an audible alarm is present and if the SGO is advised by the Security Force Dispatch that an alarm was received.

(d) If an alarm is received at the Dispatch, the test will be terminated.

(e) If an alarm is not received, for the FLETC/Glynco, the Firearms and Weapons Custodian will coordinate with the Program Chief, SEM/PHY, and FLETC/Glynco Security Force to ensure that compensatory security measures are in place until the alarm system is functioning properly. If an alarm is not received, for other FLETC sites, the Firearms and Weapons Custodian will coordinate with the site-specific Security Specialist and the FLETC Security Force to ensure that compensatory security measures are in place until the alarm system is functioning properly.

(f) The FLETC Security Force Dispatch Log will serve as documentation of the conduct of quarterly alarm system PT activities.
