About this opportunity

The Department of Homeland Security's Federal Law Enforcement Training Center (FLETC) in Charleston, South Carolina, is seeking comprehensive student support and facilities operation maintenance services through two separate competitive 8(a) set-aside contracts. The solicitation covers two primary requirements: student support services and facilities maintenance, which include dormitory operations, dining facility management, transportation, janitorial services, training support, grounds maintenance, and administrative functions. The government will use an innovative two-phase procurement approach with an advisory down-selection process, evaluating proposals based on demonstrated prior experience, oral presentations, key personnel capabilities, past performance, and pricing. Contractors must submit initial Phase I documentation by February 26, 2025, with oral presentations scheduled for February 17-24, 2025, and a pre-proposal site visit on February 11, 2025. The total estimated contract value is approximately $130 million, with $80 million allocated for student support services and $50 million for facilities maintenance. The contracts will have a base period through September 30, 2025, with seven one-year option periods available for extension. Each contract will include both firm-fixed price and other than firm-fixed price contract line items (CLINs), capable of supporting up to 750 students across approximately 120 acres of training facilities. The period of performance includes provisions for a 60-day phase-in period, and contractors must provide 24/7 supervision and management of facilities, including maintenance of complex infrastructure such as dormitories, dining halls, classrooms, firing ranges, and specialized training areas.
