Contractors must provide a construction schedule within three working days of notice to proceed and weekly written updates thereafter. All work must conform to current state and local building codes, USMS Publication #64, US Courts Design Guide, and GSA PBS P-100 Facilities Standards. Working hours are 7AM to 5PM with no additional cost for work outside normal government hours. The contractor warrants all work and materials will operate per specifications free of defects for one year after completion. All products must meet sustainable requirements including EPA recycled content guidelines, ENERGY STAR or FEMP compliance, and WaterSense standards. Security clearances are required, and all personnel must wear GSA-Contractor Identification Badges. The contractor is responsible for daily debris removal, maintaining a clean work environment, providing appropriate safety barriers, and arranging a final job inspection with a GSA representative prior to invoice submission. STATEMENT OF WORK

Project Title:

Federal Highway Office Renovations Carson City Federal Building Carson City, NV

1.0 Description

The Federal Highway office in Carson City requires several modifications and upgrades to office 225 and office wide systems. Scope of work includes the following:

1. Demo and reconstruct STC-45 sound rated wall around office 225.

New wall must take into account alterations, to floor finishes, suspended ceiling, and asbestos testing. New wall shall include sound rated door and door frame.

2. Replace Roller shades throughout the office.

Specifications are included in SOW addendum.

3. Mount Video Teleconferece System in Office 225

4. Install sound masking system throughout the office.

2.0 General

Provide all supervision, labor material and equipment required to complete scope of work.

All dimensions are approximate and may vary from actual measurements. It is the contractor’s sole responsibility to field verify all measurements, site conditions, utility/service locations and equipment/material compatibility.

3.0 Contractors Cost Proposal

The contractor shall provide a detailed proposal showing material and labor cost for each line item. The proposal shall include but not limited to Labor Burden, Contractor Profit, Contractor Overhead, Insurance and Bond Rate.

5.0 Performance Period

Project must be completed no later than 60 calendar days after a notice to proceed has been issued.

6.0 Submittals

Prior to the purchase of any materials, the contractor is to provide product design, layout drawings, material submittals (3 copies), and specific technical information for review and acceptance on the following items:

⮚ Sound Mask System

8.0 Schedules/Deliverables

Contractor shall provide a construction schedule to the GSA Project Manger within 3 working days after receipt of notice to proceed. Contractor shall provide written weekly updates of the schedule to the GSA Project Manager. Contractor shall provide copies of material orders with tracking numbers to the GSA Project Manager on all lead items.

9.0 Environmental, Energy Efficiency and Sustainable Product Requirements

⮚ GSA purchases for products and services must meet sustainable product requirements. Every contractor shall comply with these sustainable product requirements by using products that meet the criteria and standards listed in the PBS Sustainable Requirements;

⮚ EPA guidelines for recycled content.

⮚ The contractor is also responsible for providing sufficient documentation to confirm that the product provided have the required sustainable criteria, upon the Governments request. Review and ensure all applicable FAR clauses are followed including direction provided in parts FAR 52.223-2, FAR 52.223-15 and FAR 52.223-17.

10.0 Supplemental Conditions

⮚ Appropriate security clearances will be required. No convicted felons shall be permitted on site. All contract personnel must wear authorization badges at all times while on the job site. Contract personnel not displaying (or in possession of) a GSA- Contractor Identification Badge shall be removed from the premises.

⮚ Project working hours are 7AM to 5PM. Work performed outside of normal government working hours shall be at no additional cost to the Government.

Work time frames will be scheduled to ensure there is no disruption to the tenant.

⮚ Provide appropriate construction and safety barriers to designated construction zone if applicable. Confine all work to the immediate construction area.

⮚ All work must conform to the agency’s requirements, current state and local building codes, USMS Publication #64, US Courts Design Guide and the GSA PBS P-100 Facilities Standards.

⮚ Storage and staging areas for materials may be provided on a limited basis.

Schedule material deliveries close to installation to minimize operational impact. It is the Contractor’s responsibility to secure all materials and equipment, the Government is not responsible for the theft of any materials or equipment.

⮚ The work area shall be maintained in a clean, well kept environment. Remove and properly dispose of all debris and used materials on a daily basis.

⮚ At contract completion, if there is evidence of damage to the existing walls, doors, paint or other areas as a result on installation of materials by the contractor, the contractor shall make corrections at no cost to the government.

⮚ Upon contract acceptance, the contractor warrants that all work performed under this contract and all part and materials supplied as a part of the contract shall operate/perform at designed specifications, free of defects for a period of one (1) year after completion of the contract and acceptance of work by the government unless specifically specified. Copies of pertinent warranty information, manuals and /or care instructions shall be provided by the contractor prior to completion of the project.

⮚ The bidder is required to notify the Government when there are glaring errors, gross mistakes and/or patent violations, obvious ambiguities in the specifications. Failure to recognize an obvious ambiguity does not excuse the bidder from it’s duty to seek clarification.

⮚ Safety shall be the full and total responsibility of the contractor. The contractor will insure that an applicable safety program is used and enforced.

Contractor will insure the safety of employees and persons having proper and legal access to the area. Additionally, the Contractor shall insure compliance with the Code of Federal Regulations, Section 29, Part 1910, Subpart 1, and “personal protective equipment.” The Contractor shall enforce the use of such equipment by employees and also provide and have on hand at the job site such equipment as necessary for official visitors and inspection personnel.

Contractor shall provide and post at the jobsite all MSDS information in regard to any item used in the respect to this project.

⮚ Contractor will arrange for a job inspection with a GSA representative prior to submitting invoices for payment.
