About this file
This is a Pre-Bid Request for Information (RFI) document for Federal Highway Administration (FHWA) office renovations under solicitation 47PD5526Q0051, dated October 2, 2026.
The project involves renovations to Office 225 and common areas within an occupied FHWA facility. Key scope elements include: demolition and reconstruction of walls around Office 225 to achieve STC-45 sound-rated assembly standards (with the wall jogging around existing mechanical ductwork and extending structure-to-structure); installation of one new sound-rated door and frame; provision of new carpet tile flooring; replacement of roller shades with specifications to be provided; installation of a sound-masking system in the common corridor only (not throughout the office); mounting of Government-furnished video teleconference (VTC) equipment; installation of new electrical power and data drops at AV equipment height; and asbestos testing by the Government (with potential change order for abatement if needed). The contractor is responsible for performing take-offs and dimensions, with the Government declining to provide exact measurements. Existing flooring consists of carpet tiles and suspended ceiling systems. All work must be performed during normal business hours (7 a.m. to 5 p.m.) while the facility remains occupied. Electricity and restroom facilities are available to the contractor at no cost. The Government will provide a CAD floor plan, STC-45 wall assembly examples (though not prescriptive), asbestos survey results, and roller shade specifications in addenda. The VTC equipment, all audiovisual equipment, and roller shade specifications will be Government-furnished; the contractor's scope is limited to mounting and installation work only.

1 Please identify the existing flooring and suspended ceiling systems in Office 225. Flooring:carpet tiles.
2 Please provide the dimensions of the required sound-rated door and frame.
Most standard door openings are 3'-0" 7'-0". We will use standard door opening dimensions
3 Please provide the dimensions of Office 225 and the wall to be demolished and reconstructed.
Take-offs are up to contractor bidding on the project. The government will not provide dimesnions.
4 Please provide a floor plan showing Office 225 and all project work areas. CAD file will be provided.
5 Please provide the required STC-45 wall assembly and material specifications and if the wall should extend to the structural deck above. Also indicate please the fire rating for the wall and door if required.
I will provide an example of a STC 45 detail. There are many different ways to build a STC 45 wall and these are not the only way. There is no intent to have this wall fire rated.
6 Please provide the required door STC rating and hardware specifications. New wall shall meet STC 45 standards
7 Please provide the roller-shade specification addendum referenced in the SOW, and please include quantity and dimensions and the dimensions of the windows and if they need to be motorized or manual along with roller-shade fabric, color, and openness/blackout specifications.
SOW has been revised regarding roller shades. Roller shade spec will be provided.
8 Please identify the exact office areas included in the “throughout the office” scope. White noise should be provided in common hallway only.
9 Please confirm whether the VTC equipment is Government-furnished or Contractor-furnished. Government owned and furnished.
10 Please provide the required coverage area and design criteria for the sound-masking system and the required sound-masking equipment quantity, layout, and manufacturer requirements. White noise should be provided in common hallway only.
11 Will the FHWA office remain occupied during construction, and are any work phases required? Yes, it will be occupied during construction.
12 Will electricity and restroom facilities be available for Contractor use at no cost? Yes
13 Attachment B, Section 1.0, Item 2 references a SOW addendum containing roller-shade specifications. This addendum was not included in the provided bid package. Please provide the referenced addendum. Roller shade spec will be provided.
14 Attachment B, Section 1.0, Item 1 references asbestos testing associated with the Office 225 wall alterations. Please provide any available asbestos surveys or test results for the affected areas. If no records are available, please confirm. Latest asbestos survey will be provided.
15 "STC-45 Wall “Please confirm the approximate dimensions/linear footage and height of the STC-45 wall required around Office 225 and whether GSA has a required wall assembly/detail that contractors must follow to achieve the STC-45 rating.”
Dimension will not be provided. I will provide two examples of a STC 45 detail. These are not the only ways to build a STC 45 wall.
16 Asbestos “The SOW references asbestos testing associated with the Office 225 wall modifications. Please clarify whether asbestos testing will be performed/provided by the Government or must be included in the contractor’s price. If asbestos-containing material is discovered, will abatement be handled by the Government or contractor?”
The government will test for asbestos. If asbestos is present then most likely a change order would be issued for the awardee to abate.
17 VTC Equipment “Please confirm whether the Video Teleconference equipment to be mounted in Office 225 is Government-furnished/contractor-installed (GFCI), and identify any contractor-furnished mounting hardware, electrical, cabling, data connections, programming, or commissioning required.”
All AV equipment is government provided and furnished.
Conctractor is responsible for mounting euiqpment only. The SOW was revised to include new data drops and power at AV equipment height.
18 Sound Masking System “Please provide the approximate square footage/coverage area required for the office-wide sound masking system and clarify whether there is a required manufacturer, system type, performance standard, or existing system that the new equipment must integrate with.” Sound masking shall be installed in common corridor only.
19 Roller Shades “Please confirm the approximate quantity and dimensions of roller shades to be replaced and whether the existing shades are to be removed and disposed of by the contractor. Please also confirm whether shades are manual or motorized.” SOW has been revised to clarify this scope.
20 Electrical Work “Please clarify whether new electrical circuits, receptacles, low-voltage cabling, conduit, or other electrical modifications are anticipated for the VTC and sound masking installations.”
Yes. SOW has been revised to provide for new AV data drops and power at AV height.
21 Occupied Facility / After-Hours Work “Please identify which portions of the work, if any, must be performed outside normal Government working hours to prevent disruption to tenants.”
All work shall be perfromed during normal bussiness hours. 7am to 5pm.
22 The SOW requires sound masking throughout the office; however, our understanding from the site visit was that sound masking would be limited to the hallway. Please confirm the areas requiring sound masking and whether the contractor is to furnish a complete new system or extend/modify an existing system. Please also provide the required performance criteria, speaker type and installation configuration, zoning, controls/interfaces, and acceptance requirements, including required tuning, testing, reporting, and training, and confirm whether a vendor-designed system meeting these requirements is acceptable. Sound masking shall be installed in common corridor only.
23 The SOW requires demolition and reconstruction of the wall around Office 225 as an STC-45 sound-rated assembly; however, the required partition termination and above-ceiling construction are not defined. Please confirm whether the STC-45 partition is required to extend from the floor slab to the structure/deck above and identify any required above-ceiling acoustic treatment necessary to maintain the specified rating.
New wall shall jogg around existing mechaincal duct work in order to achieve structure to structure construction. Detail provided.
24 Please identify which VTC equipment and mounting hardware will be Government-furnished versus contractor-furnished and confirm whether contractor scope is limited to physical mounting or also includes power/data/AV cabling, connections, configuration, and testing. Contractor scope is to mount AV equipment only.
25 The SOW states that the new Office 225 wall shall include a sound-rated door and frame; however, two existing doors were identified for removal during the site visit. Please confirm the number and locations of new door/frame assemblies required and provide the required acoustic rating, material/finish, hardware, locking/keying, and any fire-rating requirements for each assembly. Only one new door will be provided.
26 Will the referenced SOW addendum, an office floor plan, and a window or roller shade schedule be posted? How many shades are to be replaced, what are their approximate dimensions, and is the work limited to the Federal Highway office space? The SOW has been revised for the roller shades.
27 What are the approximate length and height of the wall around Office 225, and are there drawings showing the required door, ceiling, and flooring alterations? Dimensions will not be provided.
28 Is the Government providing the video teleconference equipment for the contractor to mount, or must the contractor furnish it?
Please identify the equipment and required connections. Contractor scope is to mount AV equipment only.
29 What area must the sound masking system cover, and are there existing equipment, drawings, or performance specifications for the proposed system? Sound masking will be provided in the common corridor only.
30 Does the asbestos scope require testing only? If testing identifies asbestos, how will any required abatement be addressed?
Testing will be perfromed by the governement. If asbestos discovered, it will be handled at that time.
