About this file
This is a Cost Proposal Form for RFP 758 2600000216 regarding Security and Surveillance Hardware, Software, Systems and Services. The solicitation requires vendors to provide minimum discounts off published pricing across five specific catalog categories: Hardware, Software, Installation, Maintenance (including preventative services and products), and Warranty (including extended warranties not included in base hardware or software costs). Vendors must also submit a Not to Exceed hourly labor rate for work including repairs, adjustments, cabling, and other services separate from installation and maintenance activities.
The cost proposal is scored on a maximum of 500 points, with 300 points allocated to the average minimum discount off vendor's published pricing across all five categories and 200 points allocated to the Not to Exceed hourly labor rate. The highest bidder by average discount receives the maximum 300 points, while subsequent bidders receive points calculated proportionally by dividing their average discount by the highest average discount and multiplying by 300. The scoring methodology applies the same proportional calculation to the labor rate category to determine the final point allocation from the available 200 points.

The vendor with the highest average minimum discount off vendor’s published pricing receives the maximum score. The vendor with the next highest average minimum discount off vendor’s published pricing receives points by dividing the next highest average discount by the highest average discount and multiplying that percentage by the available points. For example, 500 300 points is allocated to the highest average discount for this procurement, Vendor “A” bids 40% as the highest average discount and receives the maximum 500 300 points (40 / 40 = 1.00 x 500 300 = 500 300). Assume Vendor “B” is the next highest average discount at 30%, then “B” receives 375 points 30 / 40) = .75 x 500 300 = 375 225).
