About this file
This is a Cost Proposal Form for RFP 758 2600000216 related to Security and Surveillance Hardware, Software, Systems and Services. The procurement requires vendors to submit minimum discount percentages off published pricing across five distinct categories: Hardware, Software, Installation, Maintenance, and Warranty. Bidders must calculate an average minimum discount by totaling discounts across all five categories and dividing by five. The evaluation methodology weights cost proposals at a maximum of 500 points based on discount competitiveness.
Scoring is determined through a comparative analysis where the vendor submitting the highest average minimum discount receives the maximum 500 points. Subsequent vendors receive points calculated by dividing their average discount percentage by the highest average discount percentage and multiplying the result by the available 500 points. For example, if the highest average discount is 40 percent, that vendor receives 500 points, while a vendor offering 30 percent average discount would receive 375 points (30÷40=0.75×500=375). This structure creates a sliding scale evaluation that proportionally rewards increasingly competitive pricing while establishing a clear mathematical framework for comparing vendor cost proposals.

AVERAGE MINIMUM DISCOUNT OFF VENDOR’S PUBLISHED PRICING
(total minimum discount divided by 5)
The vendor with the highest average minimum discount off vendor’s published pricing receives the maximum score. The vendor with the next highest average minimum discount off vendor’s published pricing receives points by dividing the next highest average discount by the highest average discount and multiplying that percentage by the available points. For example, 500 points is allocated to the highest average discount for this procurement, Vendor “A” bids 40% as the highest average discount and receives the maximum 500 points (40 / 40 = 1.00 x 500 = 500). Assume Vendor “B” is the next highest average discount at 30%, then “B” receives 375 points 30 / 40) = .75 x 500 = 375).
