FIRE AND SECURITY STATION HVAC IMPROVEMENTS – TECHNICAL SPECIFICATIONS

This document is a Technical Specifications manual prepared by Alfred Benesch & Company for the Kansas Department for Aging & Disability Services (KDADS) related to HVAC improvements at the Fire & Security Station at Osawatomie State Hospital. The project scope includes removal and replacement of steam fin tube heaters on the second floor; removal of existing steam unit heaters on the first floor with installation of one new unit heater; replacement of the existing condensate pump receiver station on the first floor; provision of new suspended grid ceilings in the Dispatch, Locker, and Office rooms on the first floor; and installation of a new multi-zone variable refrigerant flow heat pump system with wall-mounted indoor evaporator units for second-floor conditioning. The contractor must achieve substantial completion within 90 calendar days from the Purchase Order issuance and final completion within 120 calendar days, with liquidated damages assessed at $250 per day for failure to meet these deadlines. A pre-construction meeting with the Owner and Engineer is required prior to work commencement. The project is classified as a single contract award to the lowest responsive and responsible bidder. The Fire & Security Station operates 24/7 and must remain operational throughout construction, with only brief power and/or steam outages permitted with prior approval.

The specifications establish technical requirements for all work components including valves, hangers, supports, piping insulation, steam and condensate piping, and associated specialties. Bidders must acknowledge receipt of all addenda and submit complete bids with pricing for all identified line items, alternates, and unit prices. Subcontractors must be listed on the Bid Form in compliance with K.S.A. 75-3741. The project is exempt from Kansas sales tax but subject to federal excise tax, which bidders must include in quoted prices. Key points of contact include Kirby Demott, P.E., Sr. Project Manager at Alfred Benesch & Co. for technical and construction administration questions, and Richard Zaroban, CHFM Project Manager at Osawatomie State Hospital for site access and operational coordination. The contractor is responsible for all testing, startup, and demonstration of equipment operation, and must submit Operations & Maintenance manuals for all equipment prior to substantial completion in hard copy and digital formats.
