Fire and Security Station HVAC Improvements
The Kansas Department of Administration, Office of Procurement and Contracts, on behalf of Osawatomie State Hospital, is requesting quotes for Fire and Security Station HVAC improvements (Project X-1495) with bids due August 26, 2026 at 2:00 p.m. CST. A pre-bid meeting and site walkthrough are optional on August 11, 2026 at 9:00 a.m. at the hospital's Administration Building in Osawatomie, Kansas.
The scope encompasses removal of existing steam and condensate piping systems, unit heaters, and fin-tube radiators on the first and second floors; installation of a new multi-zone variable refrigerant flow heat pump system with wall-mounted indoor evaporator units; replacement of the condensate pump receiver station; installation of suspended grid ceilings in four rooms on the first floor; and associated electrical, control, and piping work. All work must comply with NEC standards and manufacturer specifications. Piping penetrations through fire walls require intumescent sealant; steam and condensate piping must be insulated per specifications; and condensate drain lines must use Schedule 40 PVC. The contractor is responsible for field verification of existing conditions, as demolition plans were created from original construction documents and may not reflect current as-built conditions. The Fire and Security Station operates 24/7 and must remain operational throughout construction with only brief approved power and steam outages.
Substantial completion is required within 90 calendar days from Purchase Order issuance; final completion within 120 calendar days. Liquidated damages are $250 per day for failure to meet these deadlines. Bidders must submit a lump-sum bid with a 5% bid guarantee, a Performance Bond equal to 100% of the bid if the price exceeds $40,000, and a Public Works Bond equal to 100% if it exceeds $100,000. A Kansas Tax Clearance Certificate and Immigration Reform and Control certification are required. Bidders must list all anticipated subcontractors and submit completed Bidder Registration prior to bid opening. Disabled Veteran Owned Business and Certified Business preference programs are available. Questions are due August 19, 2026. The facility enforces strict security protocols, including restricted access hours (8:00 a.m.–4:30 p.m. Monday–Friday), daily tool and debris removal, and prohibition of photography without prior permission.
