About this file
This Scope of Work document outlines the Irrigation System Management Services contract (DMS-25/26-032) issued by the State of Florida Department of Management Services for multiple state-owned facilities in Tallahassee and Tampa. The contractor must provide comprehensive irrigation system maintenance, including quarterly inspections, testing, repairs, and component replacements across seven facilities: Capitol Circle Office Complex, First District Court of Appeal, Florida Department of Revenue, Florida Emergency Operations Center, Marjorie Stoneman Douglas Building, Marjorie Carr Building, Robert R. Dempsey Florida Department of Law Enforcement Facility, Bob Martinez Center, Mary Grizzle Building, and Park Trammell Building. Services include leak detection, sprinkler head maintenance, zone controller verification, rainfall shutoff sensor calibration, and valve box inspection. Irrigation schedules are restricted to twice weekly watering from April through October and once weekly from November through March, with operations occurring between 10:00 pm and 6:00 am and water application limited to 3/4 inch per session. An initial comprehensive inspection must be completed within 30 calendar days of contract commencement, followed by quarterly inspections in January, April, July, and October. The contract term is five years beginning January 1, 2026, with potential for five additional renewal years subject to annual performance evaluations and fund availability. Proposals were due November 21, 2025, and the Department intends to award to the responsible and responsive bidder submitting the lowest total price.
The contractor must be a Florida-certified plumbing contractor, Florida-certified irrigation specialty contractor, or possess a local irrigation contractor's certificate of competency, with certification maintained throughout the contract term. The pricing structure includes quarterly invoiced payments totaling an annual contract amount, with hourly rates provided for additional irrigation services and an approved percentage markup on parts. The Department is responsible for repairs identified during the initial inspection, while the contractor bears costs for minor repairs (sprinkler head replacements, pipe cracks, temporary solutions) and is responsible for damage caused by contractor actions. Major repairs require departmental approval through a purchase order before work commences. Contractors must maintain a secure facility for equipment storage, provide qualified technicians wearing company-specific shirts and photo identification badges, and submit detailed Quarterly Summary Reports within five business days of inspections. Background screening checks are required for all team members prior to contract execution and annually thereafter at the contractor's expense. The contractor must establish verifiable check-in and check-out procedures with facility managers and coordinate all non-standard service times in advance. Funding is allocated from the SB2500 Special Categories - Contracted Services line item for fiscal year 2025/2026, with the Department maintaining the right to terminate the contract with 30 days' notice and seek alternative service providers if performance standards are not met. Financial consequences for non-compliance include invoice deductions of 5% to 10% for sites with substandard service.
