Project # 437-25-103 Fargo VA Healthcare System

Scope of Work

Project Number: 437-25-103 Project Title: PERFORM 3 YEAR ELECTRICAL SYSTEM TESTING AND MAINTENANCE -

A. General Intention

The Contractor shall furnish all labor, materials, and equipment to test electrical equipment on the Fargo VA campus and correct both known and discovered deficiencies in the electrical equipment on the Fargo VA campus as part of 36 month mandated electrical testing.

B. Statement of Work

Description of Work: Work shall include, but shall not be limited to providing all labor, materials, equipment, etc necessary to complete Fargo VA Health Care System project 437-25-103, Perform 3 Year Electrical System Testing and Maintenance - 2025 in accordance with this Scope of Work, NEC, VHA Directive 1028 (Electrical Power Distribution Systems), the contract documents, all applicable federal, state and local codes as well as all NFPA requirements.

The construction work shall account for and ensure that the VA is minimally impacted in terms of services provided to our customers, as well as any coordination with other contractors on site.

Offerors will verify field conditions in a pre-bid site walk.

Off-hours shift work (i.e. shifts between 5 PM – 10PM or 5 AM – 8 AM) shall be preferred and required whenever possible to minimize disruptions to hospital services.

All electrical shutdowns shall have 3-week notification and approval prior to date of shutdown to allow for notification of affected staff. No live electrical work shall be performed without express written acceptance of risk by facility director per instance of live electrical work.

Total testing schedule is expected to take a month (4 weeks), though an expectation shall be made that the schedule shall be flexible in favor of patient needs – a 6-to-8-week schedule is considered as more likely. Reference Appendix A – Example Schedule for more information.

Lock Out Tag Out (LOTO) procedures shall be required for all utility testing, and some tests may require confined/enclosed space work conditions and training.

Arc Flash and Electrical Safety shall be required per NEC and NFPA 70E for all work around electrical equipment.

All electrical testing shall be performed by a certified electrician. Modification of test procedures shall not be permitted unless authorized via notification and approval via express written acceptance of risk by facility director prior to date of performance of modified test.

All electrical test equipment shall meet testing requirements per Joint Commission testing regulations and authority.

See project specifications and sample work schedule for additional information, noted below.

Work shall include, but shall not be limited to, providing all required electrical distribution system testing and maintenance on the emergency generators, transformers, switchgear, transfer switches, circuit breakers, motor control centers, and all other items noted in the contract documents. Equipment tested shall be labeled with adhesive backed labels indicating if the equipment passed or failed (different color labels shall be used, for example: green = passed, red = failed) the test, the testing companies name and contact information and the date the equipment was tested. Reports shall be provided to the VA as indicated in the contract documents at the conclusion of the testing, infra-red scanning shall be performed as noted in the contract documents, all required cleaning work shall be performed, and all required maintenance work shall be performed.

Infection control PCRA (Pre-Construction Risk Assessment), ICRA Level II (Infection Control Risk Assessment) and ILSM (Interim Life Safety Measures) procedures shall be always followed.

The reference table at the end of this document shall be used as a guide for both reference of key devices to tests and an example of minimum documentation of work progress, with discussions between the Fargo VA and the contractor whenever progress is documented for clarification.

Items populated in the table are representative minimums of progress expected, though represent neither the full breadth nor depth of work to be performed: this list shall be maintained throughout project period of performance, and shall include notation of location of the device, device label and identification information, tests performed, results of tests, deficiencies found and required actions to correct deficiencies.

A completed progress document shall be provided to the VA prior to work being considered concluded.

C. Period of Performance

Coordinate work times with the COR. Submit daily logs to COR for progress tracking, see attachment for sample daily log reporting.

Below represents an approximate schedule for the Period of Performance.

Duration of Work: 155 days for submittals, badging, and long lead items, 120 days for testing, 480 days for repairs

G. Project Completion

The contract shall not be closed by the Contracting Officer until after the station’s go-live date if additional equipment or needs are identified through coordination with the COR.

If additional equipment or needs are identified, a modification shall be negotiated for the additional work.

The above paragraphs constitute a basic outline of the work to be accomplished and in no way comprises all the details for this project. Contractor shall refer to drawings and specifications for comprehensive construction requirements.
