About this file
This is a Scope of Work document for a federal construction contract to replace HVAC units in Building 582 at Naval Air Station Oceana, Virginia Beach, Virginia (eProjects WO#1848813). The work includes demolishing two existing HVAC systems with fan coil units, ductwork, air devices, refrigerant piping, and condenser units, followed by installation of three wall-mounted ductless split air conditioning systems with air-cooled condensing units and one wall-mounted directional fan. Additional scope includes demolishing and replacing ceilings and lighting in three rooms (101, 102, 103), sealing exterior wall penetrations, and providing new LED lighting fixtures and moisture-resistant gypsum board ceilings with semi-gloss latex paint finish. The contract completion date is 365 calendar days from award, with construction constrained to either before May 9, 2026 or after September 20, 2026 due to the building's seasonal pool operation. The contractor must comply with current industry standards, applicable codes, Unified Facilities Criteria, OSHA requirements, and EM 385-1-1 safety standards.
Key administrative requirements include submission of detailed submittals (manufacturer product data, warranties, equipment inventory forms) prior to construction commencement, attendance at a mandatory pre-proposal site meeting and preconstruction meeting within 30 days of award, and compliance with DBIDS security access procedures at the naval installation. The contractor must provide a qualified superintendent fluent in English on-site during all working hours (0700-1630 Monday-Friday), maintain an Accident Prevention Plan and Activity Hazard Analysis, and manage hazardous materials (refrigerant evacuation, potential asbestos/lead abatement) in accordance with EPA and OSHA regulations. Environmental compliance includes best management practices for stormwater pollution prevention and proper disposal of all demolition materials off-base. Contractor personnel must possess current government-issued security passes/badges, and the contracting officer is Tanya S. Corcoran (757-433-2668) with FEAD engineer Kraig Sarver, PE (757-433-2998) as the primary technical contact.
