This document is a draft Non-Motorized Eco-Tour Vendor Agreement between the Brevard County Parks and Recreation Department and an unnamed eco-tour vendor for concession services at Manatee Cove Park and Kelly Park East. The agreement permits the vendor to conduct commercial non-motorized eco-tours using kayaks, canoes, and standup paddleboards, with specific operational restrictions: at Manatee Cove Park, tours are limited to five days per week with a maximum of 20 watercraft, and at Kelly Park, tours can operate seven days a week with up to 30 watercraft. The contract term is two years, with potential extensions up to a total of five years, and requires the vendor to comply with comprehensive rules and regulations governing commercial eco-tours in county parks.

Key financial and operational requirements include an annual permit fee (specific amount left blank in the draft), mandatory high-level background screenings for all employees, maintaining $1,000,000 in liability insurance, and providing patron liability waivers. The vendor must adhere to strict environmental and safety guidelines, including educating patrons about wildlife preservation, ensuring all participants wear lifejackets, and maintaining ethical and cooperative interactions with other park users. The agreement includes provisions for termination, indemnification, and compliance with Florida public records law, emphasizing the county's commitment to protecting its natural resources while facilitating responsible commercial eco-tourism activities.
