About this file
This document is the specifications and construction requirements for Project 508-22-104, the Upgrade Physical Access Control Systems (PACS) project at Atlanta VA Health Care System, including Joseph Maxwell Cleland Atlanta VAMC, Fort McPherson VA Clinic, and Trinka-Davis Veterans Village. The specification document establishes general requirements, project schedules, and detailed construction standards across multiple divisions including electrical, mechanical, HVAC, fire suppression, communications, and electronic safety and security systems. The project encompasses extensive physical access control system upgrades distributed across multiple buildings and floor levels, with detailed floor plans, technology specifications, and mechanical/electrical installations documented across numerous drawing sheets covering basements through upper floors in various building sections.
The General Requirements section mandates strict security protocols including security clearances for all contractor personnel, prohibition on photography, key control procedures, document confidentiality measures, and vehicle authorization requirements. The contractor must provide comprehensive project scheduling using Critical Path Method (CPM) with monthly updates, cost-loaded activities, and detailed progress reporting. Additional significant requirements include providing a temporary field office (minimum 134 square meters with specified amenities), maintaining as-built drawings, developing a warranty management plan with extended warranties for HVAC, roofing, and commissioned systems, conducting photographic documentation with digital indexing throughout construction, and furnishing maintenance and operating manuals with factory-trained instructor support. The contract specifies coordination with ongoing VA medical center operations running 24/7, with utility service interruptions requiring 7-15 days advance written notice and COR approval. Site visits were scheduled for July 29, 2026, with Requests for Information due August 6, 2026, and proposal submissions due August 19, 2026, both at 1300 hours.
