BACKGROUND
These facilities have existing intrusion detection and access control systems which are in various states of functionality. In addition, the Police Dispatch Center at the main hospital needs upgrading and expansion to accommodate the requirements of the VAMC Police operations.
The current system is comprised of 22 IDS panels (Honeywell Vista alarm panels) reporting to a single PC. The site PC is failing, leaving owners without a system status. Only one of the five UPS systems in the Police Dispatch Center is operational. It is recommended to replace all 22 IDS panels including PC (virtual receiver) and integrate with other electronic security systems (ESS).
Only one of the five Uninterruptible Power Supply (UPS) systems in the Police Dispatch Center is operational. A new UPS was installed on July 11, 2022. Media access control addresses (MACs) on the IT Department allowed lists are also not functioning.
As-built drawings for the network topology and cable layout are not available.
STATEMENT OF PROJECT OBJECTIVES
The purpose of this project is to replace, expand, upgrade, and integrate AVAHCS-owned facilities’ Security Control Center and Physical Access Control System. The project will include, but is not limited to, renovation of existing Security Control Center (SCC) spaces, upgrading Electronic Security System (ESS) servers, Network Storage Devices, monitors, card readers, sensors, low-voltage wire/cabling/fiber, Uninterrupted Power System (UPS), software, door hardware, conduit, and Electronic Security Systems Commissioning (PACS) as required and hazardous material abatement.
The contractor shall conduct an on-site evaluation and analysis and collaborate with the Medical Center’s Facility Management Service and other VA Services on utility requirements including but not limited to the mechanical, electrical, fire protection, plumbing, communications, access controls, and plumbing. The contractor shall furnish all materials, equipment, supervision, and personnel necessary to accomplish the project. Work shall meet all applicable codes and regulations, drawings, and is subject to the terms and conditions of the contract.
SCOPE OF WORK
JOSEPH MAXWELL CLELAND ATLANTA VAMC
ARCHITECTURAL
1. The architectural scope is focused on a small interior remodel of a Police Dispatch Center room, combining two rooms into a single larger space. This remodel will involve removing two non-load-bearing interior partitions, a door, acoustical ceiling, and selected floor finishes. The perimeter walls of the Police Dispatch Center will be unchanged.
A new acoustical ceiling will be installed at the same height to avoid interference with existing MEP/FP systems above the ceiling. The remodel will also include new wall paint and baseboards to match the current finishes, along with the installation of a new antistatic flooring system. One of the partitions being removed intersects with a smoke barrier wall, and work will be done to ensure the integrity of the barrier is maintained. The remodel is designed to be minimal and contained, with little disruption.
2. Accessible Barrier Free Design:
The new interior remodel will comply with all accessible requirements outlined within the code.
