This is a Construction Documents Project Manual for a Physical Access Control System (PACS) upgrade project at the Atlanta VA Health Care System. The project, numbered 508-22-104, involves three facilities: Joseph Maxwell Cleland Atlanta VAMC in Decatur, Fort McPherson VA Clinic in Atlanta, and Trinka-Davis Veterans Village in Carrollton, Georgia.
The primary project objective is to upgrade and integrate the Security Control Center (SCC) and PACS across all three campuses to meet 2016 VA Value Management Study physical security recommendations and VA Secretary's Physical Security Strategies. The scope includes renovating existing SCC spaces, upgrading Electronic Security Systems (ESS) servers, network storage devices, monitors, card readers, sensors, low-voltage cabling, uninterruptible power supplies (UPS), software, door hardware, conduit, hazardous material abatement, and Electronic Security Systems Commissioning. The new system will utilize Software House CCURE 9000 as the primary platform. At the main hospital, significant architectural work involves combining two rooms into a single larger Police Dispatch Center through removal of non-load-bearing partitions, installation of new antistatic flooring, acoustical ceiling, HVAC systems (including a 3.5-ton cooling split DX unit), and electrical infrastructure. The design includes replacement of existing intrusion detection systems (16 Honeywell Vista panels), complete system programming for all doors and credentials, and new security network establishment. The construction schedule extends from December 10, 2025, through June 11, 2026 (approximately 183 calendar days), with final completion targeted for July 9, 2026. The project is designed to comply with applicable codes including NFPA standards, ASHRAE 90.1, ADA accessibility requirements, and VA-specific design manuals for sustainable design, physical security, HVAC, and fire protection.

OWNER AND USER REQUIREMENTS
Pertinent Project History
Atlanta VA Health Care System (AVAHCS) intends to upgrade the Security Control Center (SCC), Physical Access
Control System (PACS), and/or Intrusion Detection System (IDS) at three campuses in the Atlanta area: Joseph
Maxwell Cleland Atlanta VAMC (main hospital), Fort McPherson VA Clinic (an outpatient clinic and residential facility), and Trinka-Davis Veterans Village (also an outpatient clinic and residential facility).
These facilities have existing intrusion detection and access control systems which are in in various states of functionality. In addition, the Police Dispatch Center at the main hospital needs upgrading and expansion to accommodate the requirements of the VAMC Police operations.
The current system is comprised of 22 IDS panels (Honeywell Vista alarm panels) reporting to a single PC. The site
PC is failing, leaving owners without a system status. It is recommended to replace all 22 IDS panels including PC
(virtual receiver) and integrate with other electronic security systems (ESSs).
Only one of the five UPS systems in the Police Dispatch Center is operational. A new UPS was installed on July 11, 2022.
As-built drawings for the network topology and cable layout are not available.
Media access control addresses (MACs) on the IT Department allowed lists are not functioning.
Primary Purpose, Program, and Use of Project
The primary purpose of this project is to prepare construction bid documents (plans and specifications) to upgrade and integrate AVAHCS-owned facilities’ Security Control Center and PACS to meet the 2016 VA Value
Management Study’s physical security recommendations in accordance with the VA Secretary’s Physical Security
Strategies for VA Facilities.
The project will include, but is not limited to, renovation of existing SCC spaces, upgrading ESS servers, Network
Storage Devices, monitors, card readers, sensors, low-voltage wire/cabling/fiber, UPS, software, door hardware, conduit, and Electronic Security Systems Commissioning (PACS) as required and hazardous material abatement.

DESIGN NARRATIVE (BASIS OF DESIGN)
JOSEPH MAXWELL CLELAND ATLANTA VAMC - 1670 Clairmont Rd, Decatur, GA
ARCHITECTURAL
Project Scope:
The architectural scope is focused on a small interior remodel of a Police Dispatch Center room, combining two rooms into a single larger space. This remodel will involve removing two non-load-bearing interior partitions, a door, acoustical ceiling, and selected floor finishes. The perimeter walls of the Police Dispatch Center will be unchanged.
A new acoustical ceiling will be installed at the same height to avoid interference with existing MEP/FP systems above the ceiling. The remodel will also include new wall paint and baseboards to match the current finishes, along with the installation of a new antistatic flooring system. One of the partitions being removed intersects with a smoke barrier wall, and work will be done to ensure the integrity of the barrier is maintained. The remodel is designed to be minimal and contained, with little disruption.
Accessible Barrier Free Design:
The new interior remodel will comply with all accessible requirements outlined within the code.

I. SCHEDULE
GENERAL PROJECT INFORMATION and ASSUMPTIONS
This schedule is based on a Design-Bid-Build Delivery method.
Schedule begins with the assumed Administrative Notice to Proceed Date of 11NOV2025 and
Construction Start Date of 11DEC2025.
The Construction only duration, which extends from the Construction Notice to Proceed to Substantial
Completion, is approximately 6 months.
The schedule is based upon 95% Design Construction Documents. The Design Narrative identifies the below key areas of work, which have been used to organize the Schedule Work Breakdown Structure.
o Joseph Maxwell Cleland, Decatur (Building A, B, C) o Ft. McPherson, Atlanta (Building 125, 128, 129, 130, 131) o Trinka Davis Veterans Village, Carrolton (Building 508C)
Given the shorter time frame of the project, early Submittals and early Procurement are being assumed (Using an administrative NTP) to avoid delays during construction. The schedule assumes a time frame of about 3 to 4 months for the procurement of long lead items including technology equipment and electrical equipment. Any significant challenges to the procurement of these long-lead items due to any supply chain challenges will have to be accounted for in a separate risk assessment.
If an early NTP is not possible to start procurement the time will have to be adjusted in the construction time frame through a separate study.
The following items are excluded from the schedule detail:
o Special permits if any that may be required are assumed to be complete prior to the
10NOV2025 finish date as identified in Activity MILE-1000.
o Regular Construction Inspections other than key inspections before turnover.
o Furniture, Fixtures & Equipment, except as indicated.
o Installation of Owner Furnished Equipment.
o Hazardous Material Abatement / Removal.
The buildings will remain in operation during the Switchover of Security Systems from the Old to the New equipment.
The Dispatch Room work includes architectural work for reconfiguration and repairs to existing services and upgrades to the electronic security system.
Scope includes new servers located in the Police Dispatch at the main hospital. The new PACS equipment will be connected to a new security network at the main hospital. The PACS at Trinka Davis and Ft. Mac will be connected to the Main Hospital via the existing Wide Area Network (WAN)
As this is a design schedule, a window of time has been allocated on a Level-by-Level basis and by Building. In addition, an overall cutover time has been allowed at the end of the project schedule to simplify the representation of the time needed for the programming. During Construction, specific timelines by room will be determined by the Contractor after coordination with the VA.
According to the schedule it is assumed Building 1 is the longest duration scope and will be driving the critical path. The other buildings are scheduled sequentially, while smaller buildings will happen concurrently, and all of them are scheduled to be completed within the 6-month timeframe.
Contractor to create detailed phasing plan by floor based on coordination with the VA. The phasing should include the advance notice to be provided to the floor manager and IT department for the work.
Construction durations are based on a 5 Day Work Week calendar with no Weekend work scheduled to allow the Medical Center’s continued operation.

LONGEST PATH SEQUENCE
The construction Longest Path begins at Administrative NTP and then proceeds through the submittals, review and procurement of the PACS Equipment Package. It then follows the access control devices and cabling at Building 128 through Building 130. This is followed by the termination, testing and programming. The path that goes through the access control installation at Building 1 – Area C is also equally critical. This area converges into the testing, integration and programming at the Dispatch Room. The Path then flows through commissioning and Substantial Completion (11JUN2026); followed by Post Construction (Closeout) activities and Final Completion on 10JUL2026. See a snapshot of the longest path below.
