About this file
This document outlines special standards of responsibility that offerors must meet for the VA's Handrail Replacement project at Waco VAMC. The requirements establish three key qualification criteria that must be submitted with proposals.
Offerors (including each member of partnerships/joint ventures) must demonstrate: 1) No more than three serious violations, one repeat violation, or one willful OSHA/EPA violation in the past 3 years, supported by a Summary of Work-Related Injuries and Illnesses; 2) An Experience Modification Rate (EMR) of 1.0 or less with supporting documentation; and 3) Compliance with VAAR 852.219-75 regarding limitations on subcontracting, requiring a completed certificate prior to solicitation closing. EMR documentation is not required for subcontractors. Failure to meet these requirements will result in proposal disqualification.
