PROTECTIVE SECURITY OFFICER POST ORDERS

OVERVIEW

PURPOSE: These Instructions define the responsibilities of the Protective Security Officer(s) assigned to perform duties at this location. These instructions include and incorporate DHS policies and Guard Post Addendums into FEMA specific Security Instructions for FEMA temporary facilities. Except in emergencies, the responsibilities of the Private or FPS Protective Security Officer may not deviate from the duties prescribed in these Post Orders. In event of an inconsistency between the Statement of Work (SOW) and these Post Orders, the terms in the SOW shall take precedence.

FACILITY DESIGNATION: This facility is designated as a Federal and State property involved in the coordination of response/recovery efforts. In addition, other Federal response/recovery agencies may be co-located within this site.

The duties of some guard posts require that a Private or FPS Protective Security Officer not leave his/her post until relieved. Where this is required, it will be specifically stated in these Post Orders.

Part II SPECIAL SECURITY INSTRUCTIONS

Primary Responsibilities

The Protective Security Officer’s primary responsibility is the protection of FEMA personnel and assets as well as the safeguarding all persons within or on the general property of the Site or DRC. Protective Security Officers must be thoroughly familiar with the Post Orders at all posts they are assigned to work. Each Protective Security Officer is expected to provide professional security service to the offices or centers he/she is assigned to protect.

Whenever possible, Protective Security Officers should be familiar with the Post Orders prior to working on the posts.

• Be alert and attentive to duties and responsibilities.

• Protective Security officers are not to enter offices or work areas unless responding for assistance.

• Protective Security officers are not to become involved in any duties or activities that interfere with assigned security duties. They will not interject him/herself into conversations conducted by staff. This is not intended to preclude a Protective Security Officer from asking any question(s) or initiating conversations necessary to the performance of his/her security duties.

• Any conversations overheard by security personnel are to be considered confidential in nature and not to be further disseminated.

• Provide a highly visible security presence to defuse potential violent situations before they begin.

• In the event of verbal altercations, move into proximity to aid if needed.

• Enforce requirements of post orders.

• Respond to calls for assistance and anticipate needs for assistance.

• Process visitors in accordance with these Post Orders, see section on Access.

• Maintain and fill out logs and write reports as required by the Post Orders.

• Be alert to and inquire into suspicious persons, objects, or circumstances. When observed, notify their supervisor, the site manager, FEMA Security, and local authorities, if warranted or directed.

• Be capable of and know how to summon professional assistance/emergency assistance in accordance with procedures in the Post Orders in the event of injury or illness to Government Employees or others while in the facilities or on the grounds.

• Be prepared to answer questions and provide directions to visitors and facility tenants. This includes commonly requested information such as the location of parking, service offices, restrooms, elevators, handicap access, etc.

• Maintain and keep logs and be capable of writing accurate and informative incident reports or noting occurrences encountered during their duties.

• Provide traffic control when required by these Post Orders. This includes vehicular and pedestrian traffic.

Protective Security Officer(s) may be required to control parking and observe for suspicious vehicles, persons or circumstances. This may include the detention of suspicious vehicles or persons as necessary to maintain a level of security enough to ensure the safety and protection of all personnel, property, and resources within the facility.

• Immediately report all potentially hazardous conditions and items in need of repair. This includes but is not limited to inoperative lights, locks, security hardware, leaky faucets, toilet stoppages, broken or slippery floor surfaces, blocked emergency routes or exits, etc.

• Provide immediate verbal reports to supervisors and FEMA Security Managers of any threatening circumstance or potential threatening activity that is observed. When possible, Protective Security Officer(s) shall report said circumstance or activity first, before responding so assistance and support can be obtained to lessen or eliminate the potential threat.

• Protective Security Officer(s) may be required to perform other such functions as may be necessary in the event of situations or occurrences such as civil disturbances, attempts to commit espionage or sabotage, or other criminal acts adversely affecting the security and/or safety of the Government, its employees, property, and public who are lawfully in facilities or on the grounds under the control of the Government.

Compliance with Requirements

All Protective Security Officers will comply with all requirements in the contract for security services with the Department of Homeland Security-Federal Protective Service, their company, FEMA Security, and the specific Special Security Instructions.

• Know and comply with contract requirements.

• Read and enforce post orders.

Site or DRC Managers (only)

The Site Manager oversees the facility and is responsible for the opening and securing of the site at the end of operation hours. Under no circumstances should a Security Officer be provided keys to any sites.

• Respond to security concerns made by the Site Manager in concert with FEMA Security Manager.

• Assist the Manager in the opening and securing of the facility after hours by rechecking the locking mechanism and making sure all employees have left the facility.

Familiarity with Surroundings

All assigned Protective Security Officers should become familiar with the interior and exterior of the building, location of first aid equipment, AED, and fire prevention/suppression equipment.

• Respond and administer immediate first aid if required.

• Respond and administer AED assistance if required.

• Respond with and implement fire prevention equipment if required.

• Notify the FEMA Security Manager and FEMA Safety Officer as soon as practical.

Emergency Calls (911)

Protective Security Officers observing or becoming aware through other reporting of an emergency within the facility will call 911 to summon the appropriate emergency response. As soon as practical, the officer will notify a FEMA Security Manager or representative of the nature of the emergency and the emergency response requested.

• Initiate a request for emergency assistance.

• Direct emergency responders to the location or persons requiring assistance.

• Follow appropriate protocol for evacuation of DRC if required or directed.

• Make appropriate notifications to supervisors and or FPS.

• Prepare appropriate reports regarding the event.

Guidance Not Covered – Contacting FEMA Security Manager

In any circumstances wherein the orders or instructions are insufficient to provide direction, contact the FEMA Security Manager, or a FEMA Security representative for advice and instructions.

• Ask the FEMA Security Manager or Representative for instructions.

• Advise guard supervisory personnel.

• Pass on information to relief personnel.

• Initiate log entries as appropriate.

Leaving the Post/Proper Relief

Assigned Protective Security Officers will not, unless due to an emergency circumstance, leave their Security Post until properly relieved by another officer.

• Notify a guard supervisor of a request to be relieved.

• Request assistance from a roving patrol if available.

• Notify the FEMA Security Manager if a required guard post is going to be left unattended.

Recording Time Worked

Protective Security Officers will record their time worked on the appropriate forms, and in the manner required by their company, the contract/SOW, and the requirements of the FEMA Security Manager. These forms will be kept in the Post Order Book.

• Contract Protective Security Officers shall sign in when reporting to work and sign out when leaving work. This is done on a DHS Form 139 – Contract Security Guards Duty Register OR the FEMA Security Officer Duty Register that is included with these Post Orders.

• Protective Security Officers working overnight will sign out at 2400 hrs. and sign in at 0001 hours. This is done for billing purposes at the change of a calendar day.

• Each successively lower line on the duty register must be completed in chronological order, without exception. Lines may not be left blank among signatures during any period. A single line entry shall be used when separating a calendar date.

• Print name clearly.

• Erasures, obliterations, superimposed or double entries of any type on any one line is unacceptable for payment purposes. If errors in signatures, times, post numbers or duty status are made on the duty register, the next line, immediately below or following on subsequent sheet’s lines will be used to record all information for every column in the correct manner. A single line shall be drawn through the entire line on which such mistakes occur. The Protective Security Officer or Contractor Representative must attach a detailed memorandum of explanation to each duty register containing erroneous entries for the purpose of correlating all mistakes made with the applicable valid lines of information and for describing reasons behind those mistakes.

• Provide the designated FEMA Security manager with a copy of all duty registers on a weekly basis or as otherwise directed.

• Protective Security Officer supervisor shall notify a FEMA Security Manager immediately of any deviation of time or guard failure to report for duty and report what actions are being taken to correct the situation.

Reports – Incidents

Protective Security Officers will complete a written report regarding any security incidents as required by their company, FEMA Security or by the Federal Protective Service and provide a copy to the Security Manager

1. Prepare the report as soon as practical following an incident or event.

2. Complete the report on appropriate form and format.

3. Provide appropriate distribution of the report.

Lost or Found Items

1. Notify Security Manager or Representative and or FPS.

2. This will be required for all items turned into the Protective Security Officer.

Suspicious Circumstances

Any Protective Security Officer observing circumstances that may be deemed unusual or suspicious will report those observations to their supervisor and a FEMA Security Manager or representative for instructions and guidance.

• Note any suspicious persons, objects, or circumstances.

• Be observant of vehicles and behavior.

• Be familiar with the Site or DRC/ MDRC interior and exterior environment.

Uniform and Equipment

Each Protective Security Officer must be properly licensed, uniformed and equipped as stipulated in the contract for services and SOW. This equipment is to include a weapon and ammunition of specified type, radio, flashlight, and personal comfort items as needed. No weapons or devices may be carried unless permitted in the contract for services.

• Report for duty with proper uniform and equipment.

• Maintain professional appearance.

• Know appropriate use for equipment.

• Firearms will be used only in accordance with Federal and State laws.

Access

Access Procedures

• Per the requirements of HSPD-12 and OMB M-11-11, FEMA facilities will utilize the PIV credential as the common means of authentication for access to FEMA facilities.

• All individuals entering FEMA facilities must be properly identified and in possession of a recognized and accepted identity credential or access badge before being granted access to FEMA facilities.

• While inside FEMA facilities, individuals must always conspicuously display their identity credential or access badge between their neck and waist.

Visitors and Guests

• All visitors and guests will undergo screening to determine if they meet eligibility requirements for access into FEMA space, currently OFFICIAL BUSINESS only.

• All visitors and guests must be sponsored by an Approved FEMA Sponsor before they are granted access to a FEMA facility.

• All visitors must be escorted by an Approved FEMA Escort while inside FEMA-controlled space.

• Visitors issued a FAC must be escorted unless a specific determination has been jointly made by OCSO, Personnel Security, and OCSO Access Management to authorize unescorted access for the individual.

• Although PIV-I holders may be enrolled into the access control system for access as a guest, they must be escorted unless a specific determination has been jointly made by OCSO Personnel Security, and OCSO Access Management to authorize unescorted access for the individual.

Visitors and Guests (cont.)

• Large group visits must be prearranged with the applicable FEMA Facility Security Officer, or responsible Regional Security Officer at least two days prior to the planned visit. The Facility Security Officer or responsible Regional Security Officer has the authority to waive the two-day advance notice for good cause.

Forgetfulness or ignorance of this requirement does not constitute good cause.

• Visitors must return their FEMA access badge and/or building pass at the conclusion of a visit.

News Media: (Contact Security Manager)

• Members of the news media must always be escorted while inside FEMA-controlled space. The Office of

External Affairs will be responsible for providing or coordinating necessary escorts. All recordings captured during the visit, including video, audio, and photographs, are subject to review by a Physical Security Specialist.

Prohibited Conduct

Protective Security Officers are always expected to conduct themselves in an acceptable and professional manner. While on post, Protective Security Officers shall refrain from the following:

• Engaging in any disallowed activity specified in the Security Services Contract or Statement of Work.

• Non-official fraternization with building or site occupants or visitors.

• Violating 41 C.F.R. part 102-74 subpart C or any other Federal, State, of Local law or ordinance.

• Eating on post is prohibited. (Break room is to be utilized for consuming food).

• Reading newspapers, books, magazines, etc.

• Using, watching, or listening to non-official audio or video devices (including cellular/mobile devices)

• Sleeping, dozing, or napping.

• Playing cards or any other games.

• Absolutely NO Cell phone/video/audio usage at any time on duty/post. (During meal break is acceptable).

• No use of tobacco products (cigarettes/cigars, vaping etc.) while on post.

Common Sense and Professionalism

It is not possible to give guidance or written instruction for every possible situation which might arise so we must always rely upon each Protective Security Officer to conduct him/herself in an appropriate manner. All decisions, actions and communications not specifically covered in these Post Orders, the Statement of Work or the Security Services Contract should be governed by common sense and professionalism.

Federal law prohibits the knowing possession or the causing to be present of firearms or other dangerous weapons in Federal facilities and Federal court facilities by all persons not specifically authorized by Title 18, United States Code, Section 930(d). Violators shall be subject to fine and/or imprisonment for periods up to five (5) years.

Rules and Regulations Governing Conduct on Federal Property Federal Management Regulation Title 41, Code of Federal Regulations, Part 102-74, Subpart C

November, 2005

Applicability (41 CFR 102–74.365). The rules in this subpart apply to all property under the authority of GSA and to all per-sons entering in or on such property. Each occupant agency shall be responsible for the observance of these rules and reg-ulations.Federalagencies mustpost thenoticeinthe Appendix to this part at each public entrance to each Federal facility.

Inspection (41 CFR 102-74.370). Federal agencies may, at their discretion, inspect packages, briefcases and other con-tainers in the immediate possession of visitors, employees or other persons arriving on, working at, visiting, or departing from Federal property. Federal agencies may conduct a full search of a person and the vehicle the person is driving or occupying upon his or her arrest.

Admission to Property(41 CFR 102-74.375). Federal agen-cies must:

(a) Except as otherwise permitted, close property to the pub-lic during other than normal working hours. In those instances where a Federal agency has approved the after-normal-working hours use of buildings or portions thereof for activities authorized by subpart D of this part, Federal agencies must not close the property (or affected portions thereof) to the public;

(b) Close property to the public during working hours only when situations require this action to ensure the orderly conduct of Government business. The designated official under the Occupant Emergency Program may make such decision only after consultation with the buildings manager andthe highest rankingrepresentativeof the law enforcement organization responsible for protection of the property or the area. The designated official is defined in Sec. 102-71.20 of this chapter as the highest ranking offi-cial of the primaryoccupant agency, or the alternate high-est ranking official or designee selected by mutual agree-ment by other occupant agency officials; and

(c) When property or a portion thereof is closed to the public, restrict admission to the property, or theaffected portion, to authorized persons who must register upon entry to the property and must, when requested, display Government or other identifying credentials to Federal police officers or other authorized individuals when entering, leavingor while on the property. Failure to comply with any of the applica-ble provisions is a violation of these regulations.

Preservation of Property (41 CFR 102-74.380). All persons entering in or on Federal property are prohibited from:

(a) Improperly disposing of rubbish on property;

(b) Willfully destroying or damaging property;

(c) Stealing property;

(d) Creating any hazard on property to persons or things; or

(e) Throwing articles of any kind from or at a building or climb-ing upon statues, fountains or any part of the building.

Conformity with Signs and Directions (41 CFR 102- 74.385). Persons in and on property must at all times comply withofficial signs of aprohibitory, regulatory or directory nature and with the lawful direction of Federal police officers andother authorized individuals.

Disturbances (41 CFR 102-74.390). All persons entering in or on Federal property are prohibited from loitering, exhibiting disorderly conduct or exhibiting other conduct on property that:

(a) Creates loud or unusual noise or a nuisance;

(b) Unreasonably obstructs the usual use of entrances, foy-ers, lobbies, corridors, offices, elevators, stairways, or parking lots;

(c) Otherwise impedes or disrupts the perfo rmance of official duties by Government employees; or

(d) Prevents the general public from obtaining the adminis-trative services provided on the property in a timely manner.

Gambling (41 CFR 102-74.395). (a) Except for the vending or exchange of chances by licensed blind operators of vend-ing facilities for any lottery set forth in a State law and author-ized by section 2(a)(5) of the Randolph-Sheppard Act (20 S.C.C. 07 et seq.), allpersons enteringinor on Federal prop- erty are prohibited from:

(1) Participating in games for money or other personal property;

(2) Operating gambling devices;

(3) Conducting a lottery or pool; or

(4) Selling or purchasing numbers tickets.

(b) This provision is not intended to prohibit prize drawings for personal property at otherwise permitted functions on Federalproperty, provided that the gameor drawing does not constitute gambling per se. Gambling per se means a game of chance where the participant risks something of value for the chance to gain or win a prize.

Narcotics and Other Drugs (41 CFR 102-74.400). Except in cases where the drug is being used as prescribed for a patient by a licensed physician, all persons entering in or on Federal property are prohibited from:

(a) Being under the influence, using or possessing any nar-cotic drugs, hallucinogens, marijuana, barbiturates, or amphetamines; or

(b) Operatinga motor vehicle on the property while under the influence of alcoholic beverages, narcotic drugs, hallu-cinogens, marijuana, barbiturates, or amphetamines.

Alcoholic Beverages (41 CFR 102-74.405). Except where the head of the responsible agency or his or her designee has granted an exemption in writing for the appropriate official use of alcoholic beverages, all per-sons entering in or on Federal property are prohibited from being under the influence or using alcoholic bever-ages. The head of the responsible agency or his or her designee must provide a copy of all exemptions granted to the buildings manager and the highest ranking repre-sentative of the law enforcement organization, or other authorized officials, responsible for the security of the property.

Soliciting, Vending and Debt Collection (41 CFR 102- 74.410). All persons entering in or on Federal property are prohibited from soliciting alms (including money and non-monetary items) or commercial or political donations, vending merchandise of all kinds, displaying or distributing commer-cial advertising, or collecting private debts, except for:

(a) National or local drives for funds for welfare, health or other purposes as authorized by 5 CFR part 950, entitled ‘‘Solicitation of Federal Civilian and Uniformed Service Personnel for Contributions to Private Voluntary Organizations,’’ and sponsored or approved by the occu-pant agencies;

(b) Concessions or personal notices posted by employees on authorized bulletin boards;

(c) Solicitation of labor organization membership or dues authorized by occupant agencies under the Civil Service Refo rmAct of 1978 (Pub. L. 95– 454);

(d) Lessee, or its agents and employees, with respect to space leased for commercial, cultural, educational, or recreational use under 40 U.S.C. 581(h). Public areas of GSA-controlled property may be used for other activities in accordance with subpart D of this part;

(e) Collection of non-monetary items that are sponsored or approved by the occupant agencies; and

(f) Commercial activities sponsored by recognized Federal employee associations and on-site child care centers.

Posting and Distributing Materials (41 CFR 102-74.415). All persons entering in or on Federal property are prohibited from:

(a) Distributing free samples of tobacco products in or around Federal buildings, as mandated by Section 636 of Public Law 104–52;

(b) Posting or affixing materials, such as pamphlets, hand-bills, or flyers, on bulletin boards or elsewhere on GSA-controlled property, except as authori zed in Sec.

102–74.410, or when these displays are conducted as part of authorized Government activities; and

(c) Distributing materials, such as pamphlets, handbills or flyers, unless conducted as part of authorized Gove rnment activities. This prohibition does not apply to public areas of the property as defined in Sec.102–71.20 of this chapter. However, any person or organization proposing to distribute materials in a pub-lic area under this section must first obtain a permit from the building manager as specified in subpart D of this part. Any such person or organization must distrib-ute materials only in accordance with the provisions of subpart D of this part . Failure to comply with those pro-visions is a violation of these regulations.

Photographs for News, Advertising, or Commercial Purposes (41 CFR 102-74.420). Except where security reg-ulations, rules, orders, or directives apply or a Federal court order or rule prohibits it, persons entering in or on Federal property may take photographs of:

(a) Space occupied by a tenant agency for non-commercial purposes only with the permission of the occupying agency concerned;

(b) Space occupied by a tenant agency for commercial pur-poses only with written permission of an authorized offi-cial of the occupying agency concerned; and

(c) Building entrances, lobbies, foyers, corridors, or auditori-ums for news purposes.

Dogs and Other Animals (41 CFR 102-74.425). No person may bringdogs or other animals on Federal property for other than official purposes.However, a disabled person may bring a seeing-eye dog, a guide dog, or other animal assisting or being trained to assist that individual.

Breastfeeding (41 CFR 102–74.426). Public Law 108–199, Section 629, Division F, Title VI (January 23, 2004), provides that a woman may breastfeed her child at any location in a Federal building or on Federal property, if the woman and her child are otherwise authorized to be present at the location.

Vehicular and Pedestrian Traffic (41 CFR 102-74.430). All vehicle drivers entering or while on Federal property:

(a) Must drive in a careful and safe manner at all times;

(b) Must comply with the signals and directions of Federal police officers or other authorized individuals;

(c) Must comply with all posted traffic signs;

(d) Must comply with any additional posted traffic directives approved by the GSA Regional Administrator, which will have the same force and effect as these regulations;

(e) Are prohibited from blocking entrances, driveways, walks, loading platforms, or fire hydrants; and

(f) Are prohibited from parking on Federal property without a permit. Parking without authority, parking in unautho-rized locations or in locations reserved for other persons, or parking contrary to the direction of posted signs is pro-hibited.Vehicles parked in violation, where warning signs are posted, are subject to removal at the owner’s risk and expense. Federal agencies may take as proof that a motor vehicle was parked in violation of these regulations or directives as prima facie evidence that the registered owner was responsible for the violation.

Explosives(41 CFR 102-74.435). No personenteringor while on Federal property may carry or possess explosives, or items intended to be used to fabricate an explosive or incendiary device, either openly or concealed, except for official purposes.

Weapons (41 CFR 102-74.440). Federal law prohibits the possession of firearms or other dangerous weapons in Federal facilities and Federal court facilities by all persons not specifically authorized by 18 U.S.C. 930.Violators will be sub-ject to fineand/or imprisonment for periods up to five (5) years.

Nondiscrimination (41 CFR 102-74.445). Federal agencies must not discriminate by segregation or otherwise against any person or persons because of race, creed, religion, age, sex, color, disability, or national origin in furnishing or by refus-ing to furnish to such person or persons the use of any facili-ty of a public nature, including all services, privileges, accom-modations, and activities provided on the property.

Penalties (41 CFR 102-74.450). A person found guilty of vio-lating any rule or regulation in this subpart while on any prop-erty under the charge and control of GSA shall be finedunder title 18 of the United States Code, imprisoned for not more than 30 days, or both.

Impact on Other Laws or Regulations (41 CFR 102- 74.455). No rule or regulation in this subpart may be con-strued to nullify any other Federal laws or regulations or any State and local laws and regulations applicable to any area in which the property is situated (40 U.S.C. 121(c)).

WEAPONS PROHIBITED

Federal law prohibits the possession of firearms or other dangerous weapons in Federal facilities and Federal court facilities by all persons not specif-ically authorized by Title 18, United States Code, Section 930. Violators will be subject to fine and/or imprisonment for periods up to five (5) years.
