About this file

This Performance Requirement Summary (PRS) details a contract for Level II Armed Protective Security Officers to provide security services throughout North Carolina during disaster response operations. The contract requires the contractor to provide 25 armed security officers within 24 hours of contract execution, capable of deploying to various county locations as needed by the Federal Emergency Management Agency (FEMA). Key performance requirements include maintaining proper licensing, firearms qualifications, suitability adjudication, and compliance with specific security protocols such as post orders, incident reporting, access control, and visitor processing.

Critical performance objectives mandate 100% compliance across 76 specific requirements, with inspection methods ranging from direct observation to random sampling and performance reporting. The contract emphasizes strict requirements for officer qualifications, including a minimum of two years security or military experience, firearms proficiency, and mandatory training in areas such as information technology security, privacy protection, OPSEC, and insider threat awareness. Positive and negative incentives are tied to performance, with potential impacts on contract opportunities and CPARS ratings. The contract is structured to ensure rapid deployment of qualified armed security personnel during disaster response scenarios across North Carolina.
