Security Equities in Standing Up Responder Lodging Locations During Disaster Operations I. Introduction The purpose of this plan is to discuss the role of Security Managers in standing up Responder Lodging locations during disaster operations. Security Managers play a critical role in safeguarding disaster response personnel, assets, and operational effectiveness. This plan outlines the procedures for site selection, lodging arrangements, security oversight, coordination, and responsibilities to enhance security resilience and ensure operational continuity.
II. Objectives
· Integrate the Office of the Chief Security Officer (OCSO) in the site selection process for all disaster facilities, including Responder Lodging.
· Provide a clear framework for security management and oversight at Responder Lodging locations.
· Ensure Security Managers are housed at Responder Lodging locations for rapid response and incident oversight.
· Enhance coordination between security personnel and disaster response teams.

III. Site Selection Process A. Role of the Office of the Chief Security Officer (OCSO) in Site Selection

· OCSO will perform risk assessments and threat analyses of potential lodging sites.

· Security Managers will ensure all individuals entering Responder Lodging facilities are credentialed and authorized.
· Entry and exit logs should be maintained for accountability.
· Access controls will be reinforced to prevent unauthorized entry.
V. Security Oversight at Responder Lodging Locations A. Duties and Responsibilities of Security Managers
· Conduct routine security assessments and risk evaluations.
· Implement security protocols for Responder Lodging facilities.
· Coordinate with local law enforcement and emergency services for incident response.
· Manage surveillance operations (if a Video Surveillance System (VSS) is installed) and enforce access control measures.

· Security concerns and incident reports must be communicated to OCSO and disaster leadership immediately, followed by a comprehensive report once relevant details are received.
· OCSO will serve as the primary liaison for overarching security policies, integration, and enforcement.

· Implement a VSS security system at Responder Lodging if applicable and necessary.
· Equip Security Managers with secure mobile communication devices (e.g., radios).
