The purpose of this amendment is to revise Section M, Evaluation Factors for Award, by replacing the current best value trade off language (which states that technical and past performance, when combined, are significantly more important than price) with language stating that award will be made to the responsive, responsible contractor that provides the best value to the Government using a pass or fail approach and a comparative evaluation of quotations in accordance with Federal Acquisition Regulation Subpart 12.203(c)(2).

Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation document will not be issued.
This solicitation is a Request for Proposals
(RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR) and the Homeland Security Acquisition Regulation
(HSAR) as of the date of issuance.
This acquisition is a local area set-aside for
Service-Disabled Veteran-Owned Small Businesses
(SDVOSB) located within the State of North
Carolina, as defined in the solicitation. Only eligible local SDVOSB concerns may submit proposals for this requirement.
This requirement is for Contract Level II Armed
Protective Security Officers to provide security services at disaster-related sites and facilities in counties within the State of North Carolina.
The primary role of these security guards is to safeguard Federal employees, visitors, and
Federal property at both temporary and fixed facilities in support of FEMA operations throughout the declared area.
All interested eligible offerors shall submit proposals for the services described in Section L.
The anticipated Period of Performance is a Base
Period of three (3) months, from 5 March 2026 through 4 June 2026, with three (3) additional three-month Option Periods, and a potential six-month extension under FAR 52.217-8. Specific option period dates are set forth in Attachment 3
– Pricing Schedule and will be finalized at award.

M - Evaluation Factors for Award
EVALUATION FACTORS SECURITY GUARD CONTRACTS (OCSO)
Evaluation Factors for Award: Award will be made to the responsive, responsible contractor who provides the best value to the Government. FEMA will utilize the pass/fail and add Comparative Evaluation of Quotations IAW with FAR Subpart 12.203(c)(2) Quotations.
In performing the best value trade-off analysis, the Technical and Past Performance, when combined are significantly more important than price. Each quotation will be evaluated according to the following criteria:

Technical and Past Performance Evaluation will be evaluated as follows:
Pass - Meet Government Requirements The proposal demonstrated the ability to meet and/or exceed the requirements set forth in the solicitation.
Fail - Does Not Meet Government Requirements The proposal did not demonstrate the ability to meet and/or exceed the requirements of as set forth in the solicitation.

1. Technical
Factor 1 - Submit Records validating the Business can perform within the State of North Carolina.
Factor 2 - Submit State of North Carolina and have an Active License of Security Guard and Patrol Company.
Factor 3 - Valid “Current” Insurance North Carolina.
Factor 4 - Lease or Owned Facility w/in the state of North Carolina address, lease, or ownership documentation.
Factor 5 – Submit a weapons roster of the 25 owned company weapons and are within the State of North Carolina and 25 x Security Guard “Roster” with the minimum qualifications of the employees certified within the State of North Carolina.

Factor 6 - Proof of Firearms and Ammunition Inventory and - or plan to obtain
Factor 7 – Letter from the individual that owns all the weapons stating the company may utilize these weapons for security functions.
Factor 8 - Proof of inventory of Level II Ballistic Vests and-or plan to obtain.
Factor 9 - Proof of Uniforms and Equipment list and - or plan to obtain.
Factor 10 - FEMA reserves the right to determine financial capability of the offeror by requesting the completion of Proposal Attachment 3 - Determination of Finance Responsibility.
Or
Offeror must show financial stability from a banking institution with working capital in the amount equivalent to one month’s salary for all guards based on the Department of Labor Wage Determination labor rate for the state of North Carolina.

2. Past Performance
Past Performance evaluation will be based on the offeror’s completion of the Past Performance Questionnaire (Proposal Attachment 4) listing the last three (3) references relevant to performing armed guard services, to include a narration of past projects demonstrating their strengths and capability for management of armed guard services. Any offeror who does not provide a completed Past Performance Questionnaire will not be considered for award. The Government will also utilize data in CPARS, inclusive of the Past Performance.
Information Retrieval System (PPIRS), contract to review an offeror’s past performance. If the Government finds adverse past performance, offeror will not be considered for award.

* The submitted past performance experiences shall be of contractual work that is similar to the requirements set forth in this solicitation. Experience summaries shall be for projects completed in the last five years or currently in process, which are of similar size, scope, and complexity relevant to the effort required by this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of State and local Governments, and commercial customers. Contracts with the parent/subcontractor or an affiliate of the offeror may not be used. Only prime contract work performed.
3. Price
The offeror must submit a breakdown of their hourly rate. The Government will evaluate the offeror’s hourly rate to determine a fair and reasonable price.
