About this file

This is an attachment to a Request for Proposals that provides instructions for contractors to request NAICS or PSC code changes for Task Orders awarded under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The document applies only to Task Orders issued under IDIQ contracts (FAR 16.504) and does not apply to awards under GSA Multiple Award Schedules (MAS) programs. The form is a template requiring completion by both the offeror and the cognizant Contracting Officer from the awarding agency.

The NAICS or PSC Code Change Letter allows offerors to request a more appropriate code classification for individual Task Orders when the single code assigned to the Master IDIQ contract does not accurately represent the greatest percentage of value being performed on that specific Task Order. The Contracting Officer must provide written correspondence identifying the revised code based on professional judgment. The document includes fill-in sections for project identification (contractor name, task order number, project title), reference information (Contracting Officer name, title, agency, contact details), and the specific code change justification signed and dated by the Contracting Officer. No alternative format is permitted for this submission.

NAICS OR PSC CODE CHANGE LETTER

INSTRUCTIONS: This NAICS or PSC code Change Letter document only applies to Task Orders awarded under an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) (RFO FAR 16.504). This document does not apply to Task Orders awarded under the GSA Multiple Award Schedules (MAS) program (RFO FAR 8.4).

If an Offeror is submitting a Task Order Project that was performed under the Master IDIQ contract and the Offeror feels that the NAICS or PSC code assigned to the Master IDIQ contract does not properly represent the greatest percentage of value being performed on the Task Order, the Government will allow the Offeror the opportunity to request and submit correspondence from the cognizant Contracting Officer from the awarding agency to identify a more appropriate NAICS or PSC Code for the Task Order Project. No other format is allowable.

The above identified Task Order was awarded under the IDIQ contract number Click here to enter text.

The single NAICS or PSC code assigned to that IDIQ contract is: Click here to enter text.

The scope of this Task Order was within the scope of the master IDIQ project; however, because only a single NAICS or PSC code was selected to represent the greatest percentage of value for all Task Orders awarded under this IDIQ contract, the single NAICS or PSC code assignment for the IDIQ contract may not best represent the greatest percentage of value for each and every task order individually.

Based on my professional judgement, I declare that a NAICS or PSC code assignment of: Click here to enter text. (assign a single NAICS or PSC code) would have been more appropriate for this individual Task Order.
